A globalização e a forte competição em que as empresas vivem, vieram trazer pressão acrescida, para que estas, cada vez mais, procurem formas de se destacar dos seus concorrentes. A busca constante por ferramentas que permitam às organizações identificar e explorar novas oportunidades, e reconfigurar e proteger o seu conhecimento, competências e tecnologias de forma a alcançar uma vantagem competitiva sustentável parece encontrar solução numa estratégia focada na inovação. Em linha com isto, o desenvolvimento de novos produtos e a inovação estão no centro da criação de valor das organizações. Produtos, serviços e processos altamente inovadores são dos principais responsáveis por aumentar o potencial de crescimento e rentabilidade de uma empresa. Contudo, a capacidade inovadora das empresas está dependente de diversos fatores e a falta de financiamento externo assume-se como uma barreira que as organizações procuram ultrapassar. É nesse sentido que diversos países, incluindo Portugal, têm vindo a desenvolver políticas de estímulo ao investimento empresarial em Investigação, Desenvolvimento e Inovação promovendo a cooperação e a partilha de conhecimento. Estas políticas incluem Programas de Incentivo como o Quadro de Referência Estratégico Nacional e o 7º Programa Quadro. O presente estudo tem como objetivo desenvolver um método capaz de classificar as empresas que se candidatam a estes programas, quanto à sua capacidade inovadora, recorrendo para isso a um sistema de indicadores. Esta investigação assume, como quadro teórico de referência, abordagens sistémicas sobre a inovação em que esta representa um processo não linear, evolucionário, complexo e interativo em que as relações entre a empresa e a sua envolvente assumem um papel importante. Este sistema de indicadores teve como suporte diversas fontes de informação identificadas neste trabalho e ainda um inquérito realizado no sentido de perceber qual a importância/influência de cada indicador identificado na capacidade inovadora de uma empresa. Este estudo procurou ter um caráter inovador tanto na amostra que se escolheu para estudar, como no modelo que se desenvolveu para classificar as empresas.

In line with this, new product development and innovation are in the very core of value creation. High innovativeness embedded in products, services and processes holds the potential for growth and profits. However, innovation capability of firms is dependent upon several factors and the lack of external financial support is one of the most difficult barriers organizations must overcome. According to that, many countries, including Portugal, have been developing policies to stimulate business Research, Development and Innovation, promoting cooperation and knowledge exchange. These policies include Incentive Programs like National Strategic Reference Framework and the 7th Framework Programme. The present study aims to develop a method capable of classifying organizations that apply to these programs, according to their innovative capacity, drawing on a system of indicators. This investigation assumes as theoretical framework systemic approaches about innovation in which, the innovation concept is defined as a non-linear linear, evolutionary, complex and interactive process, wherein relationships between the firm and its environment assume an important role. The system of indicators developed was supported by several sources of information identified in this study and also by a survey fulfilled in order to understand what the importance/influence of each indicator is identified, in the innovation capacity of a company. This work sought to have an innovative character in both the sample that was chosen to study, as the model that was developed to rank the companies.
