- A investigação na formação em Serviço Social: estratégias de ensino adotadasPublication . Monteiro, Daniela; Branco, FranciscoA presente comunicação enquadra-se no tópico - Profissão - do V Congresso Nacional de Serviço Social. Esta resulta de uma investigação empírica realizada através de um estudo de caso múltiplo abrangendo três cursos de 1º Ciclo em Serviço Social em Portugal. A formação de ensino superior tem a função de formar profissionais competentes. Dentro das várias dimensões da formação, a investigação e a preparação para esta, constitui um fundamental elemento dessa competência e da identidade profissional. Desta forma, é importante compreender como formamos neste domínio (i.e. que estratégias de ensino adotamos) e qual o perfil de profissionais que pretendemos formar. Pudemos identificar, entre as Instituições de Ensino Superior estudadas (com diferentes desenhos na sua estrutura curricular) estratégias de ensino da investigação que passam pelo estímulo e criação de oportunidades de investigação em contextos de prática. Neste sentido, as oportunidades criadas têm como objetivo desencadear o conhecimento dos processos de investigação e da reflexão sobre: porquê fazer, o que fazer e como fazer. Discute-se, desta forma, como providenciar aos estudantes o acesso a todas as etapas de um projeto de investigação tornando-a menos intimidante, mais estimulante, e compreendida, pelos estudantes, como relevante/fundamental para a prática.
- A investigação na prática do Serviço Social e a sua relação ontológica com os princípios e valores da profissãoPublication . Monteiro, Daniela; Branco, FranciscoA presente comunicação enquadra-se no segundo tema do X Seminário Internacional de Serviço Social “Social Work facing human rights challenge in times of uncertainty”, e apresenta uma reflexão, a partir da revisão da literatura, da existência de diferentes concepções relativamente ao que pode ser considerado investigação na prática do Assistente Social abordando, particularmente, o espaço de consenso, que é a sua congruência com o ethos da profissão e os seus valores (Pain, 2011). Neste sentido, a investigação na prática profissional está intimamente relacionada com os valores que regem o Serviço Social (Smith, 2012; Wade & Neuman, 2007)defendendo-se, desta forma, que se trata de uma relação ontológica. A importância da inter-relação entre investigação na prática do Serviço Social e os valores que estão presentes em todo o processo de investigação, realça o importante papel do interventor, nomeadamente, na formulação da questão(ões) de investigação, na orientação e definição da participação dos utentes, e na garantia que os instrumentos de recolha de dados estejam de acordo com os princípios do Serviço Social (nomeadamente a justiça social). Tendo por base estes argumentos, esta comunicação pretende contribuir para: 1) uma análise que relaciona a natureza do serviço social e a investigação na ótica dos seus princípios, valores e ética; 2) a reflexão sobre a relevância da investigação no contexto da prática e possíveis desafios ao trabalharmos com pessoas em situação de vulnerabilidade (Powell,2005); 3) o reforço da ideia que a investigação na prática além de melhorá-la e informá-la pretende, também, transformá-la (Dominelli, 2005).
- Minimum social standards in Portugal: changes and adequacy from the pre to the post austerity periodPublication . Branco, Francisco; Pereira, Elvira; Amaro, Maria Inês; Pereirinha, José AntónioSeveral international and European commitments recognize the right for all to have an adequate level of resources to lead a decent and dignified life and the need for an adequate income support for those who lack sufficient resources (i.e. for those living in poverty). In the last eleven years some important changes were introduced in Portugal affecting this right. Some, like the introduction of the Solidarity Supplement for the Elderly, were positive moves towards the realization of this right, others, like some of the changes introduced in the non-contributory protection system during the period of social and economic crisis in Portugal, had a clear negative impact on the level of income guaranteed by the state for different households types.Using six vignettes for different household types this paper aims: a) to identify the impact on the minimum income guaranteed by the state (for the considered households types) of the main changes introduced after 2006 in minimum wage and in the non-contributory protection system, namely in Social Insertion Income and in Solidarity Supplement for the Elderly, b) to compare the minimum income guaranteed for the considered household types since 2006 and c) to assess the adequacy of the minimum income guaranteed, between 2016 and 2015,considering the relative at risk of poverty line.
- Social workers affecting social policy in PortugalPublication . Branco, Francisco; Carrilho, RitaPolicy practice has been gaining a growing interest in social work literature, since it is considered that such practice may promote social policies committed with the furthering of social welfare and justice, but more research is needed on how policy practice is embedded in social worker’s professional practice and which factors may enhance or constraint such kind of practice. This communication is based on the first extensive study trying to ascertain if and how Portuguese social workers incorporate it in their daily professional work, by developing activities focused on influencing social policies, bringing some light on the level of involvement of social workers in policy practice in Portugal. The study approach was quantitative, based on a snowball sample of 265 valid answers to an online survey. The conceptual model was supported in the Civic Voluntarism Model (Verba, et al, 1995) on political participation, and on the Policy Practice Engagement Model (Gal & Weiss-Gal, 2015) which described the main predictors for engaging in policy practice in social work. The findings led to the conclusion that the social workers showed a low level of engagement in policy practice activities, especially those which imply a greater public exposure, acting with the media, policy makers or public officers to share opinions, make a proposition or report a problem. Considering as main factors the socio-political context, the professional context, the organizational context and individual factors, the findings showed that the last explained most of the differences in the social workers involvement in policy practice, especially when considering interest and efficacy. The study pointed out the need to further research in this area. Given that policy practice implies acting in the political structures, political participation may work as a strong predictor for engaging in policy practice. The study showed that social workers are not politically active and distrust the main political institutions. Although in other countries social workers are more politically active than the average citizen (Hamilton & Fauri, 2001; Ritter, 2008) the level of distrust and disaffiliation shown in this study suggest the need to further studying social worker’s political participation. Professional associations and academia are the main stakeholders in the reinforcement of policy practice. The professional associations may work as actors by proxy once social workers recognize the importance of having strong professional associations that allow them to avoid the direct exposure to the political structures. Regarding the academic background, results show that social workers acknowledge that to influence social policy is part of their professional purpose, however they don’t seem to know how to do it and need to develop the required skills for a better performance in this field. Therefore, Academia can play a lead role in the reinforcement of social workers activity in the social policy, through training, research, and expertise.
- The old-age social minima in Portugal: policy trajectory, trends and adequacyPublication . Branco, FranciscoThe paper focuses on the old-age social minima in Portugal, considering the first layer of social protection in old age, that consists of the minimum pension of contributory system (MP), the social pension (SP) and the Solidarity Supplement for the Elderly (SSE), two non-contributory social minima for the elderly. The Portuguese old-age social minimum are also composed by several additional supplements. The paper adopts, despite the use a statistical quantitative data, mainly, a qualitative approach following an historical institutionalism orientation. Two dimensions will be explored. Firstly, the policy trajectories of the old-age regime of social minima in Portugal, looking at the main drivers of the policy changes that occurred since their creation and the recent trends observed. Secondly, the features and the analysis of the patterns of adequacy proportioned by these different social minima, namely considering the UE poverty threshold and the Rendimento Adequado em Portugal (RAP) referential, a minimum income standard established according to the standard budget method.
