A zona rural ribeirinha de Manaus, no Amazonas, apresenta um contexto sociocultural e educacional único, marcado por diversas particularidades que exigem atenção especial na implementação da Política Nacional de Educação Especial (PNEE). Para cumprir o objetivo geral de investigar os obstáculos na efetivação da política nacional de educação especial na zona rural ribeirinha de Manaus e propor soluções, os objetivos específicos serão analisar a infraestrutura e recursos pedagógicos, identificar tipos de atendimento aos alunos com necessidades especiais, investigar desafios dos educadores na implementação das políticas e propor estratégias para promover uma educação inclusiva e equitativa. O estudo foi conduzido por meio de uma abordagem qualitativa e posteriormente quantitativa utilizando questionários com educadores, gestores escolares. A análise dos dados foi realizada por meio de técnicas de análise de conteúdo, buscando identificar padrões, tendências e perspectivas relevantes. Os resultados destacaram a escassez de recursos, a falta de capacitação dos educadores e as dificuldades de acesso como os principais obstáculos para a efetivação da política nacional de educação especial na zona rural ribeirinha de Manaus. No entanto, também foram identificadas práticas promissoras e recomendações para melhorar a qualidade da educação especial nessas áreas. Diante dos resultados encontrados, a efetivação da política nacional de educação especial na zona rural ribeirinha de Manaus é um desafio complexo, que requer uma abordagem multifacetada e colaborativa. É fundamental investir em infraestrutura, capacitação de professores e articulação entre os diversos atores envolvidos para garantir uma educação inclusiva e de qualidade para todos os alunos, independentemente de suas necessidades específicas.
The rural riverside area of Manaus, in Amazonas, presents a unique sociocultural and educational context, marked by several particularities that require special attention in the implementation of the National Special Education Policy (PNEE). To fulfill the general objective of investigating obstacles in implementing the national special education policy in the rural riverside area of Manaus and proposing solutions, the specific objectives will be to analyze the infrastructure and pedagogical resources, identify types of assistance for students with special needs, investigate challenges of educators in implementing policies and proposing strategies to promote inclusive and equitable education. The study was conducted using a qualitative and later quantitative approach using questionnaires with educators and school managers. Data analysis was carried out using content analysis techniques, seeking to identify relevant patterns, trends and perspectives. The results highlighted the scarcity of resources, the lack of training of educators and difficulties in access as the main obstacles to implementing the national special education policy in the rural riverside area of Manaus. However, promising practices and recommendations for improving the quality of special education in these areas were also identified. The work concluded that implementing the national special education policy in the rural riverside area of Manaus is a complex challenge, which requires a multifaceted and collaborative approach. It is essential to invest in infrastructure, teacher training and coordination between the various actors involved to guarantee inclusive and quality education for all students, regardless of their specific needs.
