Abstract(s)
A presente tese analisa a história da emergência e institucionalização do serviço social em
Portugal, a partir da criação do Instituto de Serviço Social (ISS), em Lisboa. A perspectiva
analítica adoptada procura conjugar a atenção às dinâmicas históricas que atravessaram e
caracterizaram a sociedade portuguesa nas décadas de 1930 e 1940, com as questões mais
específicas relativas ao ensino e à profissionalização do serviço social na Europa e no
mundo. Especial atenção foi dada a alguns actores individuais e ao seu papel em face dos
processos de institucionalização em curso, com destaque para Marie-Thérèse Cécile
Lévêque, directora técnica daquele Instituto, entre 1935 e 1946. O corpus documental que
sustenta este estudo resultou da pesquisa em arquivos, centros de documentação e outros
locais de repositório arquivístico, dispersos por Portugal e vários países europeus, e foi
enriquecido com o testemunho oral de uma assistente social que integrou o primeiro grupo
de alunas do ISS. A pesquisa desenvolvida permitiu revelar as incoerências e
descompassos no contexto político do Estado Novo e do quadro normativo adoptado, que
propiciaram a abertura de espaços de autonomia para estratégias de pensamento e acção de
alguns dos agentes históricos no delinear do campo do serviço social em Portugal, oriundos
nomeadamente do catolicismo social.
This thesis analyses the history of emergence and institutionalization of social work in Portugal, through the creation of the Instituto de Serviço Social (ISS), in Lisbon. The adopted analytical perspective intends to bring, simultaneously, attention to historical dynamics that crossed and characterized Portuguese society at the 1930s and 1940s, with the more specific issues related to social work´s teaching and professionalization in Europe and worldwide. Special attention was given to some individual actors and their role at the ongoing processes of social work´s institutionalization, with emphasis on Marie-Thérèse Cécile Lévêque, the academic head of that Institute, between 1935 and 1946. The historical sources that support this study were gathered through research carried out in archives, documentation centres and other archival repository places, spread across Portugal and several European countries, and was enriched with the oral testimony of a social worker who was part of the first ISS students´ group. The developed research allowed to reveal the inconsistencies and mismatches at the Estado Novo political context and its normative framework, opening up spaces of autonomy for thinking and acting strategies by some historical agents at the social work field under construction in Portugal, namely coming from social Catholicism.
Cette thèse analyse l'histoire de l'émergence et de l'institutionnalisation du service social au Portugal, à travers la création de l'Instituto de Serviço Social (ISS), à Lisbonne. La perspective analytique adoptée cherche à combiner l'attention portée aux dynamiques historiques qui ont traversé et caractérisé la société portugaise dans les années 1930 et 1940, avec des questions plus spécifiques concernant l'enseignement et la professionnalisation du service social en Europe et dans le monde. Une attention particulière a été accordée à certains acteurs individuels et à leur rôle face aux processus d'institutionnalisation en cours, avec un accent particulier sur Marie-Thérèse Cécile Lévêque, directrice technique de cet Institut, entre 1935 et 1946. Le corpus documentaire qui soutient cette étude est issu des recherches dans des archives, des centres de documentation et d´autres lieux de dépôt d'archives, au Portugal et dans plusieurs pays européens, et a été enrichi par le témoignage oral d'une assistante sociale qui a intégré le premier groupe d'étudiants de l'ISS. La recherche effectuée révélée les incohérences et les inadéquations du contexte politique de l'Estado Novo et du cadre normatif adopté, offrant l'ouverture d'espaces d'autonomie pour les stratégies de pensée et d'action de certains agents historiques dans la construction du champ du service social au Portugal, arrivant notamment du Catholicisme social.
