No âmbito da territorialização das políticas educativas, o Estado tem recorrido à celebração de contratos de ação pública (Gaudin, 1999), entre os quais se destacam os contratos de educação e formação municipal que reforçam a intervenção dos municípios na educação. Neste artigo, analisamos o contrato de educação e for- mação municipal celebrado entre a Câmara Municipal de Matosinhos e o Ministério da Educação e Ciência e a Presidência do Conselho de Ministros, identificando os domínios em que incidem os seus objetivos estratégicos, distinguindo a sua legitimação a partir de uma retórica de descentralização administrativa com duas faces (a da democracia participativa e a da gestão racional dos recursos) e a emergência de uma instância supraescolar de alcance municipal a exigir nova reconstituição dos papéis do município e dos dirigentes escolares e problematizando o papel que é reservado ao conselho municipal de educação à luz da ideia de Cidade educadora.
Within the territorial educational policies, the state has established several public action contracts, among which stand out the education and training municipal contracts that aim at strengthen the involvement of municipalities in education. This article analyzes the education and training municipal contract signed by the City Hall of Matosinhos, the Ministry of Education and Science, and the Presidency of the Portuguese Council of Ministers, identifying the areas that are the focus of their strategic goals, distinguishing its legitimacy from a rhetoric of administrative decentralization with two faces (the participatory democracy and the rational management of resources) and the emergence of an official instance of municipal scope, which demands new reconstruction of the city papers and school leaders, and raising questions on the role of the municipal council of education in light of the idea of educating city.
