A Agência Nacional para a Qualificação e Ensino Profissional (ANQEP I.P.) considera extremamente importante e necessário para o país a existência de um Sistema de Antecipação de Necessidades de Qualificação (SANQ), que surge como a grande fonte de informação para a caraterização dos territórios, em termos de previsão de
necessidades de qualificação, a curto e médio prazo, e para a atualização do Catálogo Nacional de Qualificações (CNQ). Com o presente estudo pretende-se analisar, por um lado, a abordagem metodológica em que se baseou o desenvolvimento do SANQ e, por outro, perceber de que forma se desenvolveu o esperado trabalho de parceria entre a CIM Alto Minho, os municípios e os operadores locais. Este estudo deverá ainda elucidar-nos sobre o papel das diferentes estruturas que intervêm em todo o processo de organização da rede de oferta educativa e formativa desde o nível macro, ANQEP I.P. e Direção Geral dos Estabelecimentos Escolares (DGEstE), ao nível meso, CIM Alto Minho e Direção de Serviços Regionais do Norte (DSRN) e, finalmente, ao nível micro, onde consideramos os municípios, as escolas e onde está implementado o tecido económico e empresarial da região, abordando o papel decisivo que desempenham em todo este processo de “regateio” e negociação dessa rede, atentos os seus interesses. Este estudo enquadra-se numa metodologia de investigação de natureza qualitativa, apresentando-se como um estudo de caso instrumental, validado pela triangulação das fontes de dados, de sujeitos e pela triangulação metodológica. Os dados recolhidos e analisados neste estudo permitem-nos concluir que a generalidade dos intervenientes no processo de definição da rede de oferta formativa, reconhece que a metodologia que suporta os resultados do SANQ para a CIM Alto Minho, não produziu resultados válidos para a região e, face a esta constatação, consideramos que todo o trabalho subsequente de definição de critérios para a construção da rede e atribuição de relevâncias às qualificações previstas para a região está fragilizado. Por outro lado, a recolha de dados e a análise que foi realizada, permitem-nos concluir que assistimos a um processo de concertação de rede de oferta formativa fictício, marcado pela lógica da encenação e da Hipocrisia Organizada enunciada por Brunsson (2006).

The present study aims to analyse, on the one hand, the methodological approach on which the development of SANQ was based and, on the other hand, to understand how the expected partnership between CIM Alto Minho, municipalities and operators worked out. This study should also elucidates us about the role of the different structures that interview in the whole process of organization of the educational and training supply network from the macro level, ANQEP I.P. and General Direction of School Establishments (DGEstE), at meso level, CIM Alto Minho and Direction of Regional Services of the North (DSRN), and finally at the micro level, where we consider municipalities, schools and where the economic and the business tissue of the region is implemented, approaching the decisive role they play in this whole process of "haggling" and negotiation of this network, paying attention to their own interests. This study is part of a research methodology of qualitative nature, presenting itself as an instrumental case study, validated by the triangulation of data sources, subjects and by methodological triangulation. Data collected and analysed in this study allow us to conclude that most of the participants in the process of defining the training supply network recognize that the methodology that supports SANQ results to CIM Alto Minho did not produce valid results for the region and, towards this observation, we consider that all subsequente work defining criteria for network construction and the relevance assigned to qualifications for the region is weakened. On the other hand, the collection of data and the analysis that has been carried out, allow us to conclude that we are witnessing a process of concertation of a network of fictitious formative supply, marked by the logic of staging and organized hypocrisy by Brunsson (2006).
