Abstract(s)
As práticas de gestão escolar são o objeto de estudo dessa dissertação, com o objetivo de
conhecer quais são as práticas da gestão que favorecem a aprendizagem e desempenho dos
alunos, buscou-se investigar e responder a seguinte questão: quais são as práticas da gestão
escolar que fazem com que uma escola municipal esteja posicionada entre os primeiros
lugares no ranking do Índice de Desenvolvimento da Educação Básica na cidade de Palmas -
TO? As respostas a esse questionamento constituíram-se em informações que subsidiaram as
análises desta investigação. Assim, a hipótese da pesquisa é: as práticas de gestão de uma
escola bem posicionada no ranking do Índice de Desenvolvimento da Educação Básica
caracterizam-se por serem democráticas e participativas e orientadas para a eficiência,
eficácia e qualidade. A proposta metodológica classifica-se em quali-quantitativa, e o objeto
de estudo caracteriza-se, como um estudo de caso, devido este, consistir na investigação da
particularidade de um caso singular. A coleta de dados ocorreu por meio de três técnicas:
realização das entrevistas semiestruturadas com a gestora e professores, aplicação de
questionário aos professores e observação da rotina escolar. A análise dos dados constituiu-se
em um conjunto de informações baseadas no estudo das legislações específicas que,
estabelecem normas para o ensino brasileiro, e, as concepções teóricas de autores que
discutem a temática: Estêvão, Paro, Lück, Libâneo, Ferreira e Veiga, os quais avaliam sobre
os avanços e desafios das práticas da gestão democrática e participativa nas escolas públicas.
Esta pesquisa está estruturada em cinco capítulos. O primeiro discute sobre as práticas de
gestão; o segundo apresenta o conceito de participação; o terceiro analisa sobre a gestão
escolar no contexto brasileiro; o quarto apresenta o percurso metodológico e expõe os
caminhos percorridos para produção dos dados; o quinto mostra as análises e interpretação
dos dados, constituído em categorias de análises para facilitar a compreensão. Assim,
considera-se, que a efetividade da gestão democrática e participativa orientada para
excelência do ensino-aprendizagem contribui significativamente para a melhoria da qualidade
dos processos educativos.
School management practices are the object of study of this dissertation, with the objective of knowing which are the management practices that favor students learning and performance. It sought to investigate and answer the following question: what are the school management practices that are carried out so that a municipal school is placed among the first places in the Basic Education Development Index ranking in the city of Palmas - TO? The answers to this questioning established information that supported the analysis of this investigation. Therefore, the research hypothesis is: the management practices of a well positioned school in the Basic Education Development Index ranking are characterized for being democratic, participatory and oriented towards efficiency, effectiveness and quality. The methodological proposal is classified as mixed method using quantitative and qualitative data in the same study, the object of study is characterized, as a case study, it consists in the investigation of the particularity of a singular case. Data collection took place using three techniques: conducting semi-structured interviews with the principal and teachers, applying a questionnaire to teachers and observing the school routine. The analysis of the data consisted of a set of information, based on the study of specific legislation that, establishes norms for Brazilian education and the theoretical conceptions of the authors who discuss the theme: Estêvão, Paro, Lück, Libâneo, Ferreira and Veiga. They assess the advances and challenges of democratic and participatory management practices in public schools. This research is structured in five chapters. The first one discusses management practices; the second presents the concept of participation; the third analyzes school management in the Brazilian context; the fourth, presents the methodological path and exposes the paths taken for the production of data; the fifth shows the analysis and interpretation of the data, consisting of categories of analysis to facilitate understanding. Thus, it is considered that the effectiveness of democratic and participatory management geared towards excellence in teaching-learning contributes significantly to improving the quality of the educational processes.
