Abstract(s)
Respeitar, proteger e cumprir os direitos humanos da criança, um tema rasante que atravessa a realidade social das crianças, num quadro de múltiplos desafios, tensões e disparidades, atores e contextos. Por que modos se expressa, então, o reconhecimento dos seus direitos nas políticas e práticas vigentes, em Portugal? De que forma a construção de cidades e comunidades das e para a criança pode contribuir para assegurar o gozo efetivo dos seus direitos e bem-estar? Eis as questões que orientaram a presente investigação, visando descortinar fatores que distam a teoria da prática, num caminho que se tem feito de
avanços e recuos, entre a proteção e a desproteção da infância. Mais concretamente, procurou-se neste estudo: contribuir para uma definição e significação de políticas de infância integradas; estimular o debate sobre a (in)visibilidade da criança nas políticas e práticas sociais dominantes, à escala nacional e local; e contribuir para a compreensão de fundamentos de bem-estar na comunidade, potenciadores da
afirmação da criança como sujeito de Direito e de direitos. Assente numa pesquisa qualitativa, teve por base a realização de entrevistas semiestruturadas a um total de doze entrevistados agrupados consoante a categoria
profissional e área de intervenção de relevo nos domínios da infância, juventude e família. Os seus contributos, alicerçados no quadro teórico de referência, permitiram tanto desocultar linhas que separam a real promoção da despromoção dos direitos da criança, como vislumbrar pistas para a ação potencialmente suscetíveis de as colmatar. Deste ensaio, emergiu o local como espaço-tempo de vivências partilhadas, lugar de proximidade por excelência, favorável à afirmação de uma cultura da criança.
Sem pretender que esta dissertação responda cabalmente a este paradigma, concluiu-se que quanto mais coesa for uma comunidade, maiores serão as garantias de promoção do bem-estar da criança.
In context of multiple challenges, tensions, disparities, and actors arises an overarching theme that cuts across the social reality of children: to respect, protect and fulfil their human rights. Hence, how and practices? How can cities and communities ensure an effective fulfilment of their rights and well-being, and in how far would building child friendly cities and communities contribute to reach such purpose? These are the questions that guided this thesis in identifying and unveiling the factos that distance the theory and practice , while exposing the reality of a path that has experienced both advances and setbacks in the realm of childhood protection. Specifically, this study sought to define and understand what integrated childhood policies mean; to push the debate further on the (in)visibility of the child in the prevailing social policies and practices, at both national and local level; and to identify and understand the elements contributing to community well-being and may therefore enhance the affirmation of the child as a subject of both law and rights. Drawing upon qualitative research methods, namely semi-structured interviews, a total of twelve interviews were conducted. The interviewees were grouped according to their professional category and/or their main intervention area in the fields of childhood, youth, and family. In addition to the theoretical framework here presented, their inputs provided potential clues for action to overcome the perils and challenges that undermine the promotion of the rights of the child. From this study, the local emerges as a privileged vehicle for the development of shared experiences, both in space and time, allowing the affirmation of a culture of childhood. In this spirit, our results suggested that cohesive communities are more likely to promote and guarantee -being.
