Abstract(s)
Após pressões Norte-Americanas, os comportamentos hostis por parte da Rússia, a saída
do Reino Unido da União Europeia e as premências de segurança na zona Euro, a postura
da União Europeia mudou drasticamente. Nesse sentido, a presente investigação avalia
se a recente “ativação” do protocolo relativo à Cooperação Estruturada Permanente
prevista no artigo 42.º, nº 6 do Tratado da União Europeia, poderá ser o prelúdio para
uma Defesa Comum na União Europeia. Conforme aludem os artigos 24.º, nº 1 e 42.º, nº
2 do Tratado da União Europeia. Identificam-se, ainda, os principais desafios e vantagens
de uma, ou outra ação, em outras palavras, juntar subsídios para a pergunta de se
estruturar ou não uma Europa da Defesa.
After North American pressure, hostile behavior from Russia, the United Kingdom's withdrawal from the European Union and security concerns in the Eurozone, the European Union's stance has changed dramatically. In this sense, the present investigation assesses whether the recent “activation” of the protocol on Permanent Structured Cooperation provided for in Article 42 (6) of the Treaty on European Union, could be the prelude to a Common Defense in the European Union. As referred to in articles 24, no. 1 and 42, no. 2 of the Treaty on European Union. There are also identified the main challenges and advantages of one or another action, in other words, joining subsidies for the question of whether to structure a Defense Europe.
