Abstract(s)
O presente artigo dá especial enfoque ao quadro normativo português, também ele, em parte, resultante das significativas alterações e recomendações dos vários documentos orientadores (internacionais) sobre a Educação Especial e sobre a Inclusão. Pretende ainda, levar a cabo, uma revisão da literatura sobre a evolução histórica e conceptual da Educação Especial e todos os conceitos e temáticas a ela adstritas. A junção destas duas abordagens contribui claramente, em nosso entender, para uma consolidação e articulação entre o saber histórico e o saber conceptual, a para do quadro legal inerente à prática e intervenção nos diferentes contextos em que a Educação Especial assume particular enfoque e interesse. A presente investigação assume-se como uma investigação qualitativa recorrendo ao método de pesquisa documental tendo como base a estrutura conceptual e metodológica de Gil (2010) e Bardin (1979) a qual pretende dar a conhecer alguns factos que consideramos relevantes para a história da Educação Especial, sensibilizando os leitores para a necessidade incontornável da sua participação social e cívica, em ordem a alicerçar uma voz coletiva que se quer forte e mobilizadora num tema central para a vida de todos. Como resultado da presente investigação percebe-se claramente a necessidade latente em se proceder a uma significativa reformulação e atualização normativa perante os avanços civilizacionais e conceptuais que advêm das necessidades especificas e particularidades adstritas à inclusão e à educação especial em particular.
This article focuses mainly on the Portuguese legal framework, which somehow also results from the significant changes and recommendations of the various (international) guidelines on Special Education and the Inclusion. It also intends to carry out a review of the literature on the historical and conceptual evolution of the Special Education and all the corresponding concepts and themes. The combination of these two approaches clearly contribute, in our view, for a consolidation and coordination between the historical knowledge and the conceptual knowledge, together with the legal framework inherent in the practice and intervention in different contexts in which Special Education is of particular focus and interest. The present research is a qualitative research using the method of documentary research based on the conceptual and methodological framework of Gil (2010) and Bardin (1979) which aims to present some facts that we consider relevant to the history of Education Special, sensitizing the readers to the inescapable need of their social and civic participation, in order to ground a collective voice that wants to be strong and mobilizing in a central theme for the life of all. As a result of the present investigation, the latent need to carry out a significant reformulation and normative updating is evident in the light of the civilizational and conceptual advances that come from the specific needs and particularities of inclusion and special education in particular.
