Abstract(s)
Partindo do pressuposto de que, muitas pessoas consideram que é estranho e perigoso
aplicar o conceito de gestão à educação: uns veem a gestão como uma forma de tratar os alunos
e as suas necessidades como sistemas artificiais, burocracias e rotinas; outros consideram-na
sinónimo de manipulação; outros ainda, pensam que é uma capa que esconde a verdadeira
realidade da vida escolar. Ora, o presente trabalho investigativo enquadra-se no campo de
estudos da Administração e Gestão Escolar, dedica a sua tónica na seguinte problemática: “Qual
o modelo de gestão de Escolas Primárias Públicas em Angola e que funções, dinâmicas e
desafios estão atribuídos aos diretores”?
Sendo um estudo de natureza qualitativa, o principal instrumento na recolha de
informação foi a entrevista semiestruturada, sublinhando, igualmente, o facto de termos
recorrido à análise dos principais documentos internos das duas escolas em estudo. A análise
dos dados foi realizada segundo a técnica da análise de conteúdo. Procurámos questionar o
objeto de estudo, analisando-o e assemelhando-o com os conhecimentos e normativos, mais
recentes e não só, sobre a administração e gestão educacional, cultura organizacional,
normativos de gestão escolar no contexto angolano, conceção de projetos educativos. O quadro
conceptual baseou-se essencialmente na contribuição dos mais recentes estudos sobre estas
temáticas.
Em relação aos diretores das escolas, os desafios que enfrentam são bastante delicados,
uma vez que não se limitam, no exercício das suas funções, a fazer somente aquilo que lhes é
atribuído por lei, e não significa que a realidade das escolas se conforme a ela ou que devamos
estudar a realidade do trabalho do diretor em função do que está prescrito. Pois, notamos uma
grande diferença entre os modelos organizacionais de orientação para a ação decretados pela
legislação e os modelos praticados em ação. Daí que se faz necessário o equilíbrio entre as duas
formas de organização e gestão do trabalho do diretor.
Portanto, é um estudo que não se esgota e com ramificações para novos
desenvolvimentos futuros.
Assuming that many people consider it strange and dangerous to apply the concept of management to education: some see management as a way of treating students and their needs as artificial systems, bureaucracies and routines; others consider it synonymous with manipulation; still others think that it is a cover that hides the true reality of school life. The present research work falls within the field of studies of School Administration and Management, focusing on the following problem: “What is the management model of Public Primary Schools in Angola and what functions, dynamics and challenges are assigned to the directors”. Being a qualitative study, the main instrument in the collection of information was the semi-structured interview, also emphasizing the fact that we have resorted to the analysis of the main internal documents of the two schools under study. Data analysis was performed according to the technique of content analysis. We sought to question the study object by analyzing it and resembling it with the latest knowledge and norms on educational administration and management, organizational culture, school management norms in the Angolan context, design of educational projects. The conceptual framework was based essentially on the contribution of the most recent studies on these themes. In relation to school principals, the challenges they face are quite delicate, since they are not limited to carrying out their duties only to what is assigned to them by law, and does not mean that the reality of schools complies with or that we should study the reality of the director's work in the light of what is prescribed. For, we notice a great difference between the organizational models of orientation for action enacted by the legislation and the models practiced in action. Hence, a balance is needed between the two forms of organization and management of the director's work. Therefore, it is a study that is not exhausted and with ramifications for new future developments.
