Abstract(s)
A transferência de utentes entre diferentes unidades de saúde tem registado, nos últimos anos, um aumento significativo e como tal tem vindo a constituir um assunto de debate entre os profissionais de saúde.
O presente estudo de investigação tem como objetivo identificar quais os constrangimentos intrínsecos ao processo de transferência de utentes entre diferentes unidades prestadoras de cuidados de saúde em Portugal Continental e analisar a sua dimensão no contexto universal do Serviço Nacional de Saúde.
O método utilizado para estudar o problema acima descrito consistiu num estudo de caso único: o das reclamações apresentadas à Entidade Reguladora da Saúde (ERS). A investigação foi realizada a partir da observação direta e da análise de um conjunto vasto de reclamações, subscritas nos últimos três anos (2015 a 2017), referentes à temática de transferência de utentes proporcionadas pela Entidade Reguladora da Saúde. Foi ainda realizada uma análise a documentos públicos acerca de dados estatísticos da área de saúde.
Os resultados obtidos evidenciam, efetivamente, a existência de constrangimentos de diferentes tipologias nos cuidados hospitalares e primários, sendo que o que se revelou mais notório consiste no elevado tempo de espera pelo transporte, apresentando uma taxa de ocorrência de 30%. Também se concluiu que quando analisado o maior constrangimento, elevado tempo de espera pelo transporte, na ótica das reclamações relacionadas com a temática “tempo de espera” apresentadas ao Serviço Nacional de Saúde, este corresponde aproximadamente a 1% do total.
The transference of users between different healthcare units has been recording a significant increase, creating a debate between health professionals. This research has as objective to identify the intrinsic constraints in the transference process of users between different units of health care in continental Portugal and evaluate its dimension in the context of the National Health System. The method used to study this problem is the analysis of a single case study, the case of the Portuguese National Health System. This case study has been achieved through direct observation and by analysing a set of complaints from the last three years (2015-2017) related to users’ transfers enabled by the Health Regulatory Body. It was also analysed a set of public documents on statistic data related to healthcare. The results show evidence of the existence of different type of constraints in hospital and primary care, being the most important the waiting time for transporting, which shows and occurrence rate of 30%. It was also concluded that when analysed through the National Health System the most important complaint related to waiting time only occurs 1% of the time.
