As cidades inteligentes têm vindo a ter uma importância crescente nos últimos anos, resultado da inovação tecnológica. Os principais objectivos das cidades inteligentes são melhorar a qualidade vida dos cidadãos e garantir um desenvolvimento sustentável. Para tal, a introdução das TIC´s é necessária, pois facilita a obtenção dos objectivos.
O presente trabalho de pesquisa tem como objectivos fazer uma comparação entre as cidades de Lisboa e Porto, explicar as razões da diferença e como pode a cidade do Porto melhorar o seu desempenho no futuro. Utilizou-se uma abordagem descritiva, assente num ranking que avalia as duas cidades.
As duas cidades apresentam desempenhos muito diferentes no contexto mundial. Em 2017, Lisboa posicionou-se no top 60 do índice Cities in Motion desenvolvido pela IESE Business School, enquanto o Porto se posicionou no top 100. A evolução de 2016 para 2017 também foi diferente. A cidade do Porto desceu bastante, em contraste com a cidade de Lisboa que subiu bastante. Da análise detalhada ao ranking, é possível constatar que, com excepção de duas dimensões que constituem o índice, a cidade do Porto apresenta resultados fracos. É também evidente que carece de um desenvolvimento integrado das diferentes dimensões. Já a cidade de Lisboa surge bem mais desenvolvida e com resultados mais equilibrados. Para que a cidade do Porto se consiga aproximar dos níveis das restantes cidades enfrenta vários desafios. Para tal, é necessário compreender a posição das Câmaras Municipais neste assunto. Compreender também, quais as iniciativas desenvolvidas nas cidades e qual o seu impacto na sociedade.
Nowadays, smart cities are a very important topic worldwide. This topic appeared due to the recent technological innovations. The main goals of the smart cities are to improve the quality of life of their citizens and to promote a sustainable development. Technology is fundamental in the development of smart cities. The goals of this research are to compare the cities of Lisbon and Porto and understand/explain the main reasons for the huge difference between both. The research follows a descriptive approach, based on a ranking that assesses both cities. This assessment gives us a diagnosis of both cities. Then it is possible to explain why Porto had such a bad result and how Porto can improve its results in the future. The two cities have completely different results, regarding this matter. In 2017, Lisbon was ranked 52nd, while Porto was ranked 98h. These results are provided by IESE Business School, in their Cities in Motion Index. While Lisbon improved since 2016, Porto had a downgrade. In 2016, Lisbon was ranked 62nd, while Porto was ranked 76th. The results show that Lisbon is an all-around great city, whereas Porto is a city with only two well developed dimensions (Social Cohesion and Environment). This shows that Porto needs a new strategy, in order to achieve Lisbon level. The city faces major challenges, namely at the level of human capital, infrastructures and governance. Thus, it is necessary to understand the role of both city halls, and also, if both cities are developing smart initiatives.
