O estudo realizado na presente dissertação parte de uma necessidade identificada na CUF, mais concretamente, no Centro Logístico CUF. O elevado ritmo de crescimento que a atividade hospitalar apresenta, tem exigido um melhor desempenho da logística, nomeadamente, no que respeita ao abastecimento dos hospitais e clínicas da rede CUF. O principal objetivo desta dissertação consiste em propor uma solução que otimize a operação de distribuição do stock, centralizado no CLCUF, para as unidades de saúde da CUF. Com este estudo pretende-se, também, sublinhar a importância das métricas de desempenho na avaliação e no controlo de gestão de uma atividade, bem como o seu contributo para a tomada de decisão. A presente dissertação descreve e intervém, com base na filosofia apresentada por Goldratt (1986), nas ineficiências identificadas na operação de transporte – a nível operacional e financeiro – e no seu impacto sobre a estrutura de custos no CLCUF. O propósito do projeto consistiu em avaliar a viabilidade de integrar um novo formato de distribuição, concretizado por um único veículo pesado para as rotas que mais pressionavam os recursos, afetos à distribuição. Os resultados do projeto estimam o alcance de uma poupança de 25% na estrutura de custos, acompanhada por uma otimização da capacidade de expedição do CLCUF, traduzindo-se em ganhos para os serviços de saúde pelos quais a CUF se distingue. Na sequência dos pressupostos definidos, considerou-se fundamental monitorizar a atividade e as mudanças orquestradas. Para tal, foi estabelecido um conjunto de métricas de desempenho que deverão validar a consecução dos objetivos previstos.
The study underlying this dissertation stems from a need identified at CUF Logistics Center. The high rate of growth that hospital activity presents has demanded an excellent logistics performance. The main objective of this dissertation is to propose a solution that optimizes the distribution operation of the stock to the healthcare units of CUF. At the same time, the importance of performance metrics in evaluating the performance of an activity is emphasized. The dissertation describes the inefficiencies identified in the transportation activity - both operating and financial - and the impact they were having on the cost structure at CLCUF. The purpose of the project was to evaluate the operational and financial feasibility of integrating a new distribution format, implemented by a single heavy vehicle for the routes that put the most pressure on the distribution resources. The project's results estimate the achievement of cost structure savings, followed by an optimization of CLCUF's dispatch capacity, resulting in gains for the healthcare services. Successively it is essential to keep track the defined assumptions. To do so, a set of performance metrics were established and6 should validate the achievement of the objectives set.
