Este estudo focaliza-se na criação e desenvolvimento do ensino de enfermagem de saúde pública, no período de 1901 a 1977, em Portugal, o que nos levou a optar por uma abordagem de investigação qualitativa que nos permitiu compreender melhor o percurso do ensino de enfermagem de saúde pública. Considerando o objeto de estudo, utilizámos o método histórico como metodologia de pesquisa para promoção de respostas às interrogações que conduziram o estudo. Recorremos primordialmente a fontes primárias, onde se encontrou a narração de acontecimentos e testemunhos, desde a génese do ensino de enfermagem de saúde pública, até à criação da sua especialização em enfermagem. Utilizámos exclusivamente a pesquisa e análise de documentos textuais. A sua localização e acessibilidade foram orientadas pelo problema em estudo e pela vertente heurística. Os documentos foram sujeitos à crítica interna e externa, a análise e compreensão dos textos foi suportada pela hermenêutica. Ao longo do friso cronológico, os factos históricos permitiram-nos identificar e analisar três períodos significativos para a história do ensino de enfermagem de saúde pública e o modo como as pessoas pensavam, organizavam e desenvolviam esse ensino, emoldurado pelo contexto político, socioeconómico e cultural de cada época. Concluímos que a génese, organização e especialização do ensino de enfermagem de saúde pública ocorreram por influência de factos sociais históricos, sobretudo após meados do século XX, com a evolução da ciência, da investigação e aperfeiçoamento do sistema de saúde. Desde a sua génese, até à especialização, o ensino de enfermagem de saúde pública ancorava-se nos pressupostos do ensino sanitário e de enfermagem, sustentados no enquadramento legal e institucional de quem tutelava e organizava o ensino nas várias épocas. O nosso estudo pretende contribuir para a compreensão do desenvolvimento curricular desta área, proporcionado pelo conhecimento gerado.
This study focuses on the creation and development of public health nursing education in the 1901 period to 1977, in Portugal, which led us to opt for a qualitative research approach that allowed us to better understand the course of nursing teaching public health. Considering the object of study, we used the historical method as a research methodology for promotion of answers to questions that conducted the study. We appealed primarily to primary sources where met the narration of events and testimonies from the genesis of public health nursing education up to the creation of their expertise in nursing. We used exclusively research and analysis of textual documents. Its location and accessibility were guided by the problem under study and the heuristic aspect. The documents were subject to internal and external criticism, analysis and understanding of texts was supported by hermeneutics. Along the timeline historical facts enabled us to identify and three significant periods to the history of public health nursing education and the way people thought, organized and developed this teaching framed by socio-economic and political-cultural context of each era. We conclude that the genesis, organization and specialization of public health nursing education occurred under the influence of historical social facts especially after the mid-twentieth century with the evolution of science, research and improvement of the health system. Since its inception, until the expertise, public health nursing education anchored on the assumptions of health education and nursing sustained in the legal and institutional framework of who patronized and organized teaching in various eras. Our study aims to contribute to the understanding of curriculum development in this area, provided the knowledge generated.
