Este artigo tem como objectivo compreender a crise e reconfiguração do Estado-Providência. Uma crise relacionada com o sistema de emprego e com o desaparecimento da função integradora do trabalho, levando a uma conversão da crise do emprego em crise social. Neste contexto surgem novos problemas e desafios que implicaram uma transformação na questão social própria da modernidade, impondo uma reconfiguração do Estado-Providência. De entre as diferentes alternativas destacam-se aquelas que recolocam o Estado como actor fundamental nas reformas – Estado-incentivador, Estado-animador, Estado impulsionador – capaz de partilhar, sob o princípio da subsidiariedade, com os actores privados o desenvolvimento de políticas públicas. Nesse sentido, impõem-se, na actualidade, uma redefinição do Estado-Providência que o torne mais eficiente e capaz de enfrentar os velhos e os novos riscos sociais, de modo a garantir a justiça social.
This article aims to understand the crisis and the reconfiguration of the welfare state. A crisis related to the employment system and with the disappearance of the integrative function of labor, leading to a conversion of the employment crisis in social crisis. In this context there are new problems and challenges that suggest a transformation in the social question of modernity itself, requiring a reconfiguration of the welfare state. Among various alternatives highlight those that replace the state as a key actor in the reforms – incentive State, encouraging State, propelling State - able to share, under the principle of subsidiarity, with the private sector to develop public policies. In this sense, are binding, in actuality, a redefinition of the welfare state to make it more efficient and able to face the old and the new social risks, to ensure social justice.
