Abstract(s)
A presente dissertação “Intervenção precoce na infância: crianças com necessidades
educativas especiais” que tem como principal objetivo expor o outro lado da ELI. O lado
em que muitas vezes estas equipas não conseguem dar resposta às sinalizações efetuadas
do número de crianças que todos os dias são sinalizadas.
Nem tudo é bonito e colorido como às vezes querem transparecer, as fragilidades estão
presentes em muitas instituições e falar destas não é sinal de vergonha nem de fracasso,
antes pelo contrário, pode ser uma chamada de atenção ou até um apelo de ajuda.
É de conhecimento público que o nosso país está a enfrentar uma grave crise económica
e social, e até de valores e como quem paga o preço é sempre o mais fraco e frágil, muitas
destas instituições ressentem-se e acabam por verem diminuídas o apoio que até então o
estado prestava.
Claro que com muitas ajudas cortadas as instituições não conseguem fazer o mesmo
trabalho que faziam, com a mesma rigorosidade e a mesma competência e, é por vezes,
com orgulho que dizem que nada mudou e que nenhuma dificuldade ainda foi sentida.
Este estudo pretende desconstruir um pouco essa ideia. Em Guimarães, por exemplo,
onde esta pesquisa foi realizada, no ano de 2012, houve uma fusão de ACES, pelo que a
população inscrita nos centros de saúde multiplicou, assim como o número de crianças
referenciadas para a ELI.
Perante os fatos acima mencionados, coloca-se as seguintes questões: Será que a ELI com
o dobro das crianças sinalizadas conseguem dar resposta? Sendo o número de
profissionais o mesmo, estes acusam mais pressão? Os técnicos das ELI’S dedicam-se a
este trabalho a tempo inteiro ou parcial?
This thesis “Early intervention in children: children with special educational needs” that aims to expose the other side of ELI. Regarding these often fail to be efficient in their interventions children who are very day marked. Some realities are not quite as they seem as, the weakness are obvious in many institutions and talking about these issues shouldn´t be reason for shame, on the contrary, it can be a wake-up call or even a call for help. It is common Knowledge that our country is facing a severe economic and social crisis, where citizens who belong to a lower status are always left in a difficult position. As a result of our economic situation, many of these institutions see their insignificant budget reduced in such a manner that makes it impossible to survive. With so many cutbacks, institutions simply can not continue to offer services with the same competence. In many occasions, only due to pride do they not admit that they are undergoing severe difficulties. This study aims to clarify this idea. In Guimarães, for example, where this research was conducted, in 2012, there was a merger of ACES, so the population enrolled in health centers multiplied, as well as the number of children referred to the ELI. Given the facts above, we must ask if ELI would be able to work with more children, maintaining the same number of professionals without under going too much pressure. Should these technicians work part-time or on the other hand, would it be necessary to extend it to a full time job?
