O presente relatório de atividade profissional, realizado no âmbito do Mestrado em
Ciências da Educação- Administração e Organização Escolar, tem por objetivo refletir
sobre o modo como os desígnios do Município de Guimarães são vertidos na sua política
educativa local, por via do seu Projeto Educativo Guimarães Cidade de Educação e como
este, através de projetos e ações, consegue agregar e envolver os agrupamentos do
Concelho potenciando na escola o desenvolvimento da política educativa municipal.
Depois de uma breve passagem por dois dos modelos organizacionais, centrar-nos-emos
na evolução do processo de descentralização na educação, nomeadamente a nível do
quadro de competências municipais. Um processo evolutivo sempre muito conturbado
e com avanços diferenciados em função das diferentes agendas dos governos da
república. Decorrente dessa descentralização de competências o Município concebeu e
implementou o seu projeto educativo.
Partindo de uma contextualização histórica, geográfica, económica e social do Município
de Guimarães, pretende-se por um lado retratar o município e por outro fundamentar
a conceção do projeto educativo assente em três pilares, Guimarães Cidade Verde,
Cidade da Cultura e do Conhecimento e Cidade Património Mundial, nunca descurando
a questão central da igualdade social e inclusão. Em cada um desses eixos serão
apresentados os projetos e as ações centrais implementadas.
No entanto, e por força dos tempos de pandemia que vivemos, foi necessário readaptar
e redefinir estratégias e prioridades do município na área da educação. Assim serão
focadas as principais medidas adotadas no sentido de corresponder às necessidades dos
alunos em tempos tão difíceis e incertos.
This professional activity report, drawn in the context of the Master’s Degree in Educational Sciences - School Administration and Organization, aims to reflect on how Guimarães Town Council’s plans and strategies are part of its local educational policy and the way they are reflected on its Educational Project Guimarães Educational City. This report also intends to show how this educational project entails each school of this municipality through a variety of projects and actions which are part of the Town Council’s educational policy. It starts with a brief reference to two organizational models, and then it focus on the development of the decentralization process in Education, as far as the municipal competencies are concerned. The evolutional process of decentralization was quite controversial, with different perspectives which depended on the different national governments. The Town Council developed and implemented its educational project supported by these decentralization competencies. On one hand, this report also intends to portray the Town Council based on a geographical, historical, economical and social description and on the other hand, to substantiate the conceptualization of the educational project which is based on three pillars: Guimarães Green City, City of Culture and Knowledge and World Heritage City. The educational project of this Town Council also pays particular attention to a very important issue: social equality and inclusion. Central projects and actions, which were, and are being carried out, will be presented for each of these three axes. Nevertheless, and due to these pandemic times we’ve been living in, it was necessary to the Town Council to readapt and redefine strategies and priorities in the educational area. Therefore it is also important to refer the main adopted measures to answer the students’ needs in such hard and uncertain times.
