Nas últimas três décadas, os municípios portugueses viram reconhecida a sua capacidade técnica e legitimidade política para assumir novas competências e alargar os domínios da sua intervenção na área da educação escolar. No domínio da ação concreta, vários municípios têm acorrido a distintas solicitações das escolas e vão mesmo para além do que a lei obriga.
Em finais do século XX, o Estado reconhece níveis distintos de capacidade dos municípios e distingue entre competências universais e competências não universais, abrindo a possibilidade de celebrar contrato com vários deles no âmbito da gestão local da educação escolar e, em 2014, no âmbito do Programa Aproximar, o Governo estabeleceu a figura do “contrato interadministrativo” de delegação de competências por parte da Administração Central na Administração local, apostando na valorização dos municípios e dos diretores das escolas na gestão local da educação escolar.
Neste trabalho de investigação, pretendemos compreender o modelo de governação localmente instituído, identificando as principais alterações na organização do Município de Oliveira de Azeméis e na sua relação com as escolas, que resultam da assinatura do “contrato de educação e formação municipal” celebrado com o Ministério da educação, bem como distinguindo as forças e fragilidades identificadas pelos atores locais (escolares e não escolares).
In the last three decades, the Portuguese municipalities have recognized their technical capacity and political legitimacy to take on new competences and extend the domains of their intervention in the area of school education. In the realm of concrete action, several municipalities have acted to different requests from schools and even go beyond what the law requires. At the end of the twentieth century, the State recognizes distinct levels of municipal capacity and distinguishes between universal and non-universal competences, opening the possibility of concluding contracts with several of them in the local management of school education and, in 2014, Program, the Government established the figure of the "interadministrative contract" of delegation of competences by the Central Administration in local Administration, betting on the valorization of municipalities and school principals in the local management of school education. In this research work we aim at understanding the locally established governance model, identifying the main changes in the organization of the Municipality of Oliveira de Azeméis and its relationship with schools, which result from the signing of the "municipal education and training contract" signed with the Ministry of Education, as well as distinguishing the strengths and weaknesses identified by the local actors (school and non-school).
