A presente dissertação analisa a evolução dos fluxos migratórios em Portugal desde 1974 até à atualidade, com especial enfoque nas políticas públicas criadas para a integração de imigrantes no mercado de trabalho português. O estudo inicia-se com uma contextualização histórica da imigração em Portugal, dividida por períodos relevantes, como a Revolução de 25 de Abril, a entrada na Comunidade Económica Europeia, a Crise Financeira de 2008 e os anos mais recentes até 2025. Em seguida, é traçado o perfil do imigrante, tendo em conta variáveis como o país de origem, qualificações e inserção profissional. A investigação incide ainda sobre as políticas ativas e passivas de emprego aplicadas à população imigrante, com destaque para programas como o Plano Estratégico para as Migrações (2015–2020) e o Programa Integrar (2024), avaliando os seus objetivos, eficácia e limitações. A metodologia adotada assenta numa abordagem de métodos mistos, conjugando a análise quantitativa de dados estatísticos provenientes de fontes como o INE, EUROSTAT e o Observatório das Migrações, com uma vertente qualitativa, baseada numa entrevista realizada com o Diretor Científico do Observatório das Migrações. Esta combinação permitiu uma compreensão mais abrangente e aprofundada do fenómeno migratório em Portugal. Os resultados revelam que, apesar dos avanços nas políticas públicas, ainda persistem desafios estruturais no reconhecimento das qualificações dos imigrantes e na sua integração em empregos compatíveis com o seu perfil. A tese conclui-se com propostas de melhoria nas estratégias de acolhimento e valorização da força de trabalho imigrante, com vista à promoção de um mercado de trabalho mais inclusivo, eficiente e justo.
This dissertation analyzes the evolution of migratory flows in Portugal from 1974 to the present day, with a particular focus on public policies designed to integrate immigrants into the Portuguese labor market. The study begins with a historical contextualization of immigration in Portugal, divided into key periods such as the Carnation Revolution, Portugal’s accession to the European Economic Community, the 2008 Financial Crisis, and recent developments up to 2025. It then outlines the immigrant profile, considering variables such as country of origin, qualifications, and professional integration. The research also examines active and passive employment policies targeting the immigrant population, with emphasis on programs such as the Strategic Plan for Migration (2015–2020) and the “Programa Integrar” (2024), evaluating their objectives, effectiveness, and limitations. The methodology follows a mixed-methods approach, combining quantitative analysis of statistical data from sources such as INE, EUROSTAT, and the Portuguese Migration Observatory with a qualitative component based on an interview conducted with, Scientific Director of the Migration Observatory. This combination allowed for a broader and deeper understanding of the migratory phenomenon in Portugal. Findings show that despite progress in public policy, structural challenges remain regarding the recognition of immigrants’ qualifications and their integration into jobs that match their skill sets. The dissertation concludes with proposals to improve strategies for welcoming and valuing immigrant labor, aiming to promote a more inclusive, efficient, and equitable labor market.
