Abstract(s)
É possível falarmos em diferentes fontes de financiamento para a cultura, desde a doação
pessoal até a intervenção do Estado, passando pelas crescentes iniciativas do mercado
empresarial. E algo une todos estes vetores: chama-se Mecenato Cultural, com todas as
características e consequências que o conceito importa e que sempre o acompanharam, desde
a Antiguidade até aos dias de hoje. Neste trabalho realiza-se uma análise histórica do
aparecimento e desenvolvimento do conceito e da sua relação com a noção de filantropia,
centrada numa análise da sua prática específica em determinadas jurisdições internacionais
e depois de terem sido ouvidos diferentes profissionais do meio cultural com larga
experiência e opinião formada sobre o tema. Revista a forma como o Mecenato Cultural
evoluiu no tempo e no espaço, o atual trabalho tenta projetar uma solução normativa
adequada à realidade portuguesa, no sentido de encorajar a atividade cultural através de
soluções de financiamento que não se limitem a meros incentivos fiscais. Repensar o
conceito e identificar modelos distintos para o desenvolver, desejando encontrar o seu devido
lugar e identidade na sociedade contemporânea nacional é o que se propõe. Caso sirva (nem
que seja) para um breve despertar da consciência de que o Mecenato Cultural representa um
inúmero caso de oportunidades de desenvolvimento para Portugal, já valeu a pena todo o
esforço.
It is possible to speak about different sources of funding for culture. Starting from personal donation, State intervention to the growing of the business market, there is something uniting all of these. It is called Cultural Patronage, with all the consequences and characteristis the concept has had since ancient times and that persist until this day. A historical view of the concept`s birth and the way it relates with the idea of philanthropy is what will be pointed out in his project. The focus was also observing the different experiences applied in several jurisdictions and some very experienced professionals working in the field of culture were interviewed. After reviewing how Cultural Patronage has evolved throughout space and time, this work seeks to propose a normative solution able to be applicable to the Portuguese reality that encourages the cultural activity through several financing ways far apart from the legislative area of fiscal benefits. Rethinking the concept and identifying distinct models in order to find the proper place and identity that should be given to Cultural Patronage in the contemporary national society is the aim of the present project. If it is a (even very simple) waking of the conscience concerning the opportunities that Cultural Patronage can represent to Portugal, then all the effort was clearly worthy.
