Abstract(s)
O principal objetivo desta dissertação passa por determinar qual o impacto que as Instituições Particulares de Solidariedade Social possam ter na evolução das regiões onde estão inseridas. Em concreto, pretende-se determinar qual a sua influência no desenvolvimento económico, no crescimento populacional e na proteção social de cada um dos 308 concelhos que constituem o território português. Assim, para avaliar o impacto das IPSS nas três variáveis mencionadas acima serão utilizadas duas medidas, nomeadamente o número destas instituições e também o número de trabalhadores das mesmas.
Deste modo, as equações foram estimadas através do método dos mínimos quadrados, acrescido de efeitos fixos de ano e concelho de forma a controlar a informação respeitante a cada período e região.
Assim, através dos resultados foi possível concluir que, em primeiro lugar, o número de IPSS e o número dos seus trabalhadores não têm qualquer impacto no desenvolvimento económico de um concelho. Em segundo lugar, tanto o número de IPSS como o número de trabalhadores das mesmas, têm um impacto positivo no crescimento populacional, sugerindo que estas são determinantes para a retenção dos residentes nos seus concelhos, através das oportunidades de emprego que criam nos mesmos. Por último, o número de IPSS não tem qualquer impacto nas despesas com proteção social, mas já o número de trabalhadores ao serviço das IPSS aparenta aumentar as despesas com proteção social, possivelmente devido ao facto de o Estado ter de aumentar o financiamento a estes estabelecimentos (devido à sua maior dimensão).
The main goal of this dissertation is to determine the impact of the Instituições Particulares de Solidariedade Social on the evolution of the regions where they are established. In particular, the aim is to determine their influence on the economic development, population growth and social protection in each one of the 308 municipalities of the Portuguese territory. Hence, to measure the impact of the IPSS on the three variables mentioned above, two measures will be used, namely the number of these institutions and also their number of workers. Thus, the equations were estimated by Ordinary Least Squares (OLS), adding fixed effects of year and municipality, in order to control for the information concerning each period and region. Therefore, through the results it was possible to conclude that, firstly, the number of IPSS and the number of its workers have no impact on the economic development of a municipality. Secondly, both the number of IPSS and the number of its workers have a positive impact on population growth, suggesting that these are determinant for the retention of residents in their municipalities, through the employment opportunities they provide. Finally, the number of IPSS has no impact on the expenditures with social protection, but the number of workers employed by the IPSS actually seems to increase expenditures with social protection, possibly due to the fact that the state also has to increase funding for these establishments (due to their larger size).
