Abstract(s)
O objetivo deste trabalho consiste na avaliação do impacto social gerado pelo Serviço de Apoio Domiciliário (SAD), prestado pela Liga Portuguesa de Profilaxia Social (LPPS), a qual disponibiliza esta resposta social a todo o concelho do Porto.
As organizações da economia social preocupam-se cada vez mais com a avaliação do impacto social e não apenas com os resultados diretos da sua atividade. Na base deste crescente interesse está não apenas o interesse em reportar externamente o valor social da sua atividade, especialmente importante num contexto de financiamento escasso e escolha por parte dos utentes, mas também internamente de melhor percecionar a forma como criam esse valor e as possibilidades de o incrementar. A metodologia selecionada para cálculo do impacto social foi o Social Return on Investment (SROI). Esta metodologia tem como papel central os stakeholders (todos os que afetam e são afetados pela intervenção) e assenta num processo de avaliação, durante o qual são assumidos pressupostos e decisões. Este processo culmina na obtenção de um rácio que compara o investimento realizado com o impacto social gerado, que no caso do nosso estudo foi de 1:4,26, ou seja por cada 1€ investido na resposta social SAD pela LPPS, em 2016, foi possível estimar um impacto social correspondente a 4,26€. Este rácio foi testado através de análise de sensibilidade obtendo-se ainda assim 1:2,05, significando que o impacto social obtido se revelaria superior ao dobro do investimento necessário. Na determinação dos benefícios gerados para os stakeholders foi recolhida informação através de entrevistas em profundidade. No sentido de aferirmos da relevância dos mesmos para a generalidade dos beneficiários efetuámos questionários individuais, através dos quais submetemos à confirmação dos stakeholders os benefícios referenciados nas entrevistas.
The objective of this work is to evaluate the social impact generated by the Social Support Service (SAD), provided by the Liga Portuguesa de Profilaxia Social (LPPS), which provides this social response to the entire municipality of Porto. Social economy organizations are increasingly concerned with assessing social impact and not only with the direct results of their activity. At the root of this growing interest lies not only the interest in externally reporting the social value of their activity, especially important in a context of scarce funding and choice by the users, but also internally to better understand how they create this value and the possibilities of increasing it. The methodology selected for calculating social impact was Social Return on Investment (SROI). This methodology has as its central role the stakeholders (all of which affect and are affected by the intervention) and is based on an evaluation process, during which assumptions and decisions are made. This process culminates in obtaining a ratio that compares the investment made with the social impact generated, which in the case of our study was 1: 4.26, that means for every € 1 invested in the SAD social response by the LPPS in 2016, it was possible to estimate a social impact corresponding to € 4.26. This ratio was tested through sensitivity analysis, obtaining 1: 2.05, meaning that the social impact obtained would still be higher than twice the required investment. In determining the benefits generated for stakeholders, information was collected through in-depth interviews. In order to assess their relevance to the generality of the beneficiaries, we carried out individual questionnaires, through which we submit to the stakeholders confirmation the benefits referenced in the interviews.
