O ciberterrorismo como tática de guerra no séc. XXI : O papel das Organizações Internacionais na prevenção e proteção desta ameaça

| dc.description.abstract | Na entrada do milénio, os ataques terroristas de 2001 exigiram às Organizações Internacionais (OI) como a UE (União Europeia) e a NATO (Organização do Tratado do Atlântico Norte) a adaptação a uma ameaça de segurança que criou uma nova realidade nas relações internacionais, o terrorismo de índole fundamentalista islâmico. Com o processo da globalização e a crescente evolução tecnológica, desenhou-se um caminho que fez convergir o terrorismo para o ciberespaço: o ciberterrorismo. Trata-se de uma extensão natural do terrorismo, mas sem rosto. Um perigo silencioso que está na origem de muitas ameaças à segurança interna de cada Estado e à segurança humana, que depende da tecnologia para o seu bom funcionamento. Considerando a Era em que vivemos, torna-se cada vez mais apelativo causar danos significativos através de mecanismos tecnológicos à distância e, muitas vezes, indetetáveis que o ciberespaço assim permite. A presente investigação pretende analisar como o ciberterrorismo pode ser considerado como uma tática de guerra no séc. XXI e como tem evoluído ao longo do tempo. Serão analisados marcos históricos como os ciberataques na Estónia em 2007, na Geórgia em 2008 e no Irão em 2010, de forma a ser possível entendermos como estes acontecimentos despertaram a urgência no desenvolvimento de medidas de proteção por parte das OI e dos próprios Estados. Será examinada a evolução cronológica das estratégias de cibersegurança e ciberdefesa da UE e da NATO com vista a identificar como os casos de estudo serviram de impulso para o desenvolvimento de um quadro político de defesa que fosse capaz de proteger os Estados das ameaças cibernéticas atuais. Nesta sequência, pretende-se verificar a relevância do trabalho desempenhado por estas organizações na prevenção e proteção contra o ciberterrorismo. Este trabalho pretende ainda proporcionar recomendações para ações que podem ser tomadas, quer a nível internacional, quer a nível nacional para o reforço e melhoria da segurança cibernética. | pt_PT |
| dc.description.abstract | At the beginning of the millennium, the terrorist attacks of 2001 required International Organizations such as the EU (European Union) and NATO (North Atlantic Treaty Organization) to adapt to a security threat that created a new reality in international relations, the terrorism of an Islamic fundamentalist nature. With the process of globalization and the growing technological evolution, a path was traced that made terrorism convert to cyberspace: cyberterrorism. It is a natural extension of terrorism, but it has no face. A silent danger that is at the origin of many threats to the internal security of each State and to human security, which depends on technology for its proper functioning. Considering the era we live in, it becomes increasingly appealing to cause damage through remote and often undetectable technological control that cyberspace allows. In this investigation, it is intended to analyze how cyberterrorism can be considered as a war tactic in the 21st century and how it has evolved over time. Historical milestones such as the cyberattacks in Estonia in 2007, in Georgia in 2008 and in Iran in 2010 will be analyzed in order to understand how these events aroused the urgency to develop protection measures by the International Organizations and also by the States. The chronological evolution of the EU and NATO cybersecurity and cyberdefense strategies will be examined in order to identify how the case studies served as an impetus for the development of a defense policy framework capable of protection States from current cyber threats. In this sequence, it is intended to verify the importance of the work performed by these organizations in the prevention and protection against cyberterrorism. This work also intends to provide recommendations that reflect the actions that must be taken, both internationally and nationally, to reinforce and improve cybersecurity. | pt_PT |
