Abstract(s)
O presente estudo tem como objetivo compreender a perceção dos técnicos sobre a
aplicação das medidas de promoção e proteção e, em particular sobre a medida de
adoção. Foi realizado um estudo de natureza qualitativa, seguindo a abordagem
fenomenológica. Com recurso à aplicação duma entrevista semiestruturada e um
questionário sociodemográfico, a 13 técnicos, do distrito de Braga. Os principais
resultados revelam a perceção positiva em relação às diferentes medidas de promoção e
proteção. Sendo percecionadas pelos técnicos das instituições como adequadas e
essências desde que haja um trabalho efetivo por parte dos profissionais. Em relação à
medida de adoção, a maioria dos profissionais revela pouco conhecimento e ausência de
experiência profissional. Considerando uma medida importante, principalmente nas
situações de ausência de vínculo, abandono ou colocação numa situação de perigo. A
intervenção da CPCJ privilegia a família biológica, sendo a medida mais aplicada a
medida de apoio junto dos pais, onde a medida de acolhimento residencial é aplicada
como último recurso. Os técnicos das instituições consideram que aplicação da medida
de acolhimento residencial como último recurso dificulta o sucesso da intervenção,
referindo que a medida deveria ser aplicada em primeiro lugar, possibilitando uma
intervenção precoce, através do trabalho com as crianças e com as famílias. Os técnicos
das instituições consideram que o privilégio das primeiras medidas, em determinadas
situações, mantém a criança/jovem na situação de perigo, e por vezes, as intervenções
realizadas junto dos seus familiares, não surte o efeito desejado, adiando o acolhimento.
The present study aims to understand the perception of technicians on the application of promotion and protection measures and, in particular, on the adoption measure. A qualitative study was carried out, following the phenomenological approach. Based on the application of a semi-structured interview and a sociodemographic questionnaire, 13 technicians from the district of Braga. The main results reveal a positive perception regarding the different measures of promotion and protection. Being perceived by the technicians of the institutions as suitable and essential as long as there is an effective work by the professionals. Regarding the adoption measure, most professionals reveal little knowledge and lack of professional experience. Considering an important measure, especially in situations of absence of bond, abandonment or placing in a situation of danger. The CPCJ's intervention privileges the biological family, and the most applied measure is the support measure with the parents, where the residential care measure is applied as a last resort. Institution technicians consider that applying the residential care measure as a last resort makes it difficult for the intervention to succeed, saying that the measure should be applied in the first place, enabling early intervention through working with children and families. The technicians of the institutions consider that the privilege of the first measures, in certain situations, keeps the child / young person in danger, and sometimes the interventions made with their relatives, do not have the desired effect, delaying the reception.
