Os Direitos da Criança são um tema cada vez mais debatido na contemporaneidade, uma vez que estes se encontram em constante violação. Além de ser uma questão em debate, em situações de guerra e perigo, este é também um tema central na intervenção quotidiana do Serviço Social, desde o seu surgimento como profissão, tendo como foco as crianças que se encontram em situações de risco/perigo. Devido ao agravamento das condições existenciais de muitas famílias, aumenta o número de crianças sinalizadas em situações de risco/perigo, onde não são satisfeitas as suas necessidades básicas e se assistem a situações de negligência, violência e abandono. Para promover e proteger os direitos da criança, torna-se basilar compreender qual é o papel das Comissões de Proteção de Crianças e Jovens na Promoção e Proteção destes direitos junto da família, da escola e da comunidade, como elementos que se encontram inevitavelmente integrados na vida das crianças, sendo responsáveis pela sua educação constituindo-se peças essenciais ao seu desenvolvimento integral. O Serviço Social é uma disciplina das ciências sociais e humanas e uma profissão de intervenção promotora de direitos humanos, que pretende garantir que todas as pessoas tenham acesso aos seus direitos. Neste sentido, o Assistente Social atua na construção de respostas às necessidades humanas, a partir da intervenção com indivíduos e famílias, grupos e comunidades. É neste contexto que se situa o presente estudo, para compreender o lugar e o papel das CPCJ como uma peça essencial na promoção e proteção dos Direitos da Criança. A investigação assenta numa abordagem indutiva, de natureza qualitativa partindo das experiências dos profissionais que vivenciam esta realidade nas quatro CPCJ da cidade de Lisboa. Abordam-se com estes profissionais as questões relativas ao papel dos pais e da família, ao lugar da escola e dos professores e às formas como a CPCJ, enquanto parceria representativa da promoção e defesa dos Direitos da Criança na comunidade, pode e deve atuar neste sistema humano e ambiental.
Nowadays the Rights of the Child are getting an increasingly topic of discussion, owing to the fact they are in constant violation. Besides being a debated issue at war time and dangerous situations, it is also the core theme of everyday social work intervention since the emergence of social work as a profession, having its main focus on the children at risk/danger. Due to the deterioration of family life conditions such as the failure of basic needs and the occurrence of child neglect, violence and abandonment, the number of children flagged in the context of risk/danger situations is increasing. In order to promote and protect the rights of the child it becomes very important to understand the role of the Committees for the Protection of Children and Young People in the promotion of these rights among family, school and community, as responsible for education and integral development of children. The Social Service is a subject of Social Sciences and Humanities as well as an interventionist profession which promotes the human rights to ensure that all people have access to them. To do so, social workers promote effective responses to the human needs of individuals, families, groups, and communities. This is the context of the present study, envisaging to understand the role of the CPCJ as an essential entity promoting and protecting the rights of the child. This research is based on an inductive and qualitative approach, considering the experiences of the staff of the four Committees acting in the city of Lisbon. The research also deals with issues related with the role of parents, family, school and teachers, as well as the different ways used by CPCJ, as a representative partnership to promote the rights of the child, should operate in the framework of the human and environmental system.
