A presente dissertação foi desenvolvida com o intuito de perceber o impasse
inerente ou a problemática constante por detrás da implementação de uma reforma no
Conselho de Segurança das Nações Unidas.
O foco desta investigação não foi em criar uma nova proposta de reforma para o
Conselho de Segurança, tendo antes partido da análise deste, enquanto órgão principal da
Organização das Nações Unidas – da necessidade da sua criação, do desempenho que este
tem mostrado ao longo de mais de sete décadas de existência, da questão da composição
dos seus membros, da divisão entre membros permanentes e não permanentes no referente
aos seus direitos diferentes e à forma como essa divisão transparece na ação do Conselho.
Como a ONU é uma organização multilateral, por excelência e o Conselho de
Segurança está destinado a manter a paz e a segurança internacionais, a sua estrutura e
consequentemente a sua ação foram analisadas tendo em conta dois dos paradigmas
dominantes das Relações Internacionais: o Realismo e o Idealismo.
Foram analisadas as várias propostas de reforma até à data apresentadas, nenhuma
tendo tido aprovação. Mesmo que a reforma seja vista como necessária ainda não se
encontrou a proposta “ideal” a ser aplicada.
Apesar da situação perene de poder que os membros permanentes do Conselho de
Segurança têm mostrado ao longo dos anos, sabendo que esta reforma é essencial, são
relutantes a que esta seja aplicada. Mesmo que se considere que possam ser os eternos
P5, a reforma não pode ser considerada impossível. Se é desejada, terá de ser
implementada.
The present dissertation was developed to understand the inherent impasse or a constant problem behind the implementation of a reform in the United Nations Security Council. The focus of this investigation was not on creating a new reform proposal for the Security Council, but rather on the analysis of the latter, as the main organ of the United Nations - of the need for its creation, of the performance that it has shown over the years. more than seven decades of existence, the question of the composition of its members, the division between permanent and non-permanent members regarding their different rights, and how this division appears in the action of the Council. As the UN is a multilateral organization par excellence and the Security Council is destined to maintain international peace and security, its structure and consequently its action were analyzed taking into account two of the dominant paradigms of International Relations: Realism and Idealism. The various reform proposals presented to date were analyzed, none of which were approved. Even if the reform is seen as necessary, the “ideal” proposal to be applied has not yet been found. Despite the perennial power situation that the permanent members of the Security Council have shown over the years, knowing that this reform is essential, they are reluctant to have it applied. Even if it is considered that they can be the eternal P5, reform cannot be considered impossible. If it is desired, it will have to be implemented.
