Abstract(s)
Os Agrupamentos de Escolas/Escolas não Agrupadas portugueses foram
convidados, no âmbito do Programa Nacional de Promoção do Sucesso Escolar (PNPSE)
e no final do ano letivo 2015/2016, a conceber planos de ação estratégica para
implementar nos dois anos letivos subsequentes.
Os planos de ação estratégica, ao constituírem-se como uma mudança
incremental, procuraram criar a oportunidade de (re)pensar a escola e de (re)construir
caminhos de promoção do sucesso.
Assim, neste relatório, depois de se trilhar o caminho desde a conceção do plano
de ação estratégica do Agrupamento de Escolas Mosteiro e Cávado até ao primeiro
momento de avaliação, lança-se um olhar analítico sobre as suas forças e fraquezas
enquanto recurso estratégico de governação da escola, permitindo concluir que a balança
pende para o lado das forças que se podem resumir na congregação de esforços na
promoção do sucesso escolar e da qualidade das aprendizagens, enquanto condição
natural da Escola que se quer para todos, descolando da abordagem tradicional que
procura a explicação do fenómeno no fatalismo sociológico, não podendo, contudo,
descurar-se as fraquezas, na medida em que se encontram ancoradas nos modelos de
análise organizacional e respetivas imagens imperantes no Agrupamento, com o estilo de
liderança prevalecente e com as culturas de escola e subculturas dos profissionais que aí
dominam.
The Portuguese Schools clusters/nonclustered Schools were invited, regarding the Promotion of School Success National Program (PNPSE), at the end of the 2015/2016 school year, to design strategic action plans to be implemented in the two subsequent school years. These strategic action plans, taking root as an incremental change, sought to create the opportunity to (re) think school and (re) build ways to promote success. Thus, in this report, after treading the path from the conception of the strategic action plan for Mosteiro and Cávado Schools Cluster, until the first assessment moment, an analytical look on its strengths and weaknesses is taken, as a strategic resource for the school management, allowing us to conclude that the balance is tipped towards the side of the strengths, which can be summed up in the idea of pooling all efforts to promote school success and the learning quality, as the natural condition of the School that is aimed for all, thus detaching from the traditional approach that seeks the phenomenon’s explanation in the sociological fatalism. Nevertheless, the weaknesses cannot be neglected, as they are anchored in organizational analysis models and in their respective images, dominant in the schools cluster, with the prevalent leadership style and with the school cultures and the subcultures of the professionals, which dominate in it.
