Este estudo pretende analisar os diferentes indicadores desenvolvidos para medir o progresso de transição para o modelo económico de Economia Circular num país. Este modelo surge como alternativa ao panorama económico atual que assenta na extração-transformação-utilização-descarte e que ameaça os limites naturais do planeta Terra. Considerando que, nos últimos anos, este modelo tem vindo a ser ponderado como alternativa importa avaliar os progressos que são feitos ao nível mundial e mais especificamente no caso europeu. Neste trabalho são referidos os casos da China, da União Europeia, da Holanda e de Portugal ao nível de indicadores desenvolvidos. Opta-se depois por utilizar o quadro de monitorização de transição para a Economia Circular adotado no âmbito do Plano de Ação para a Economia Circular da Comissão Europeia. Neste sentido, são analisados os indicadores nele considerados para fazer uma comparação entre a média europeia, a Holanda e Portugal. Os países analisados demonstraram uma forte consciência para o tema e encaram a Economia Circular como uma oportunidade para criar um futuro sustentável. Contudo, tornou-se visível que este será um processo lento, faseado e que exige o trabalho e a cooperação de todos os agentes económicos ao nível nacional e internacional.
This study intends to analyze the different indicators developed to measure the progress to Circular Economy in a country. Circular Economy is an alternative to the current linear model that is based in a take-transform-use-dispose model and threatens the natural limits of planet Earth. Considering that, in recent years, Circular Economy has been considered as an alternative, it is important to evaluate the progress that is made worldwide and more specifically in the European case. In this work, the cases of China, the European Union, the Netherlands, and Portugal are referred to in terms of developed indicators. Then, the monitoring framework for the transition to the Circular Economy, adopted under the Action Plan for the Circular Economy of the European Commission, was chosen. In this sense, the indicators considered by the monitoring framework are analyzed to make a comparison between the European average, the Netherlands and Portugal. The countries analyzed showed a strong awareness of the issue and see the Circular Economy as an opportunity to create a sustainable future. However, it became clear that this will be a slow, phased process that requires the work and cooperation of all economic agents at national and international levels.
