A presente investigação foca-se nos conceitos de cidade criativa e creative
milieu de Landry, bem como o conceito de business cluster de Porter para reflectir
criticamente no modo como as Indústrias Criativas podem suscitar um impacto no
discurso cultural do contexto onde se instauram e florescem. O estudo centra-se
no contexto fenomenológico de Vila Nova de Cerveira, que acolhe a Bienal sua
homónima, para explorar como a emergência deste conjunto de actividades se
repercutiu em termos de valores e dimensões do discurso cultural da Vila, bem
como analisar a materialização destas alterações. Finalmente, esta dissertação
procurou compreender a Bienal de Cerveira enquanto evento cultural sob a óptica
da cidade criativa assente em valores culturais, patrimoniais e criativos.
Deste modo, foram realizadas onze entrevistas a intervenientes da Bienal de
Cerveira, bem como outros agentes associados a este evento ou a projectos
inseridos na Incubadora de Indústrias Criativas da Bienal. A análise dos resultados
permitiu constatar a importância do evento na Vila, bem como o seu consequente
desenvolvimento económico, acompanhado da diversidade cultural que esta
oferece, que conferiu ao Município o cognome de Vila das Artes. Do mesmo
modo, os dados evidenciaram as alterações do discurso cultural da Vila,
materializadas na transição do contributo da Incubadora que, afastando-se de uma
óptica de reivindicação promovida pelos artistas aquando da origem da Bienal,
incorpora na sua natureza actual a promoção do empreendedorismo criativo no
Município. Os resultados foram, finalmente, discutidos e enquadrados na teoria
subjacente.
This investigation focuses on the Landry’s concepts of creative city and creative millieu, as well as Porter’s business cluster to critically reflect upon the impact of the Creative Industries on the cultural discourse of the context in which they settle and floresce. This study is focused on the phenomenological context of Vila Nova de Cerveira, which hosts the Cerveira Biennial, in order to explore the way the presence of this set of activities rippled across the values and dimensions underlying the Vila’s cultural discourse, as well as to analyse the way these changes are embodied. Finally, this work aimed to understand the Cerveira Biennial as a cultural event, under the prism of the creative city set in cultural, patrimonial and creative values. Thus, eleven interviews were conducted with intervenients at the Biennial, as well as other elements associated with either this event or projects within the Biennial’s Creative Industries Incubator. The analysis of the results allowed to state the importance of this event to the Vila, along with its economic development that ensued, accompanied by the cultural diversity the town offers, having granted it the nickname Town of the Arts. Similarly, the data surfaced the changes in the Vila’s cultural discourse, embodied in the transition of the Incubator’s contribute, having distanced itself from the perspective of vindication promoted by its artists when the Biennial appeared, towards currently promoting creative entrepreneurship in the town. These results were, finally, discussed and framed within the underlying theoretical body.
