Abstract(s)
Atualmente verifica-se uma crescente preocupação por parte do Estado para
que a população adote um estilo de vida saudável. Nesse sentido, têm sido cada
vez mais abordados certos temas, como a melhoria dos hábitos alimentares e o
incentivo da prática de exercício físico.
O Clube Infante Sagres é um notório e prestigiado clube de hóquei em patins
localizado na cidade do Porto. Neste momento, as suas instalações encontram-se
deterioradas, desta forma, pretende-se que seja construído um novo pavilhão.
Neste projeto são apresentadas duas opções distintas para a sua construção.
Hipótese 1: construção de um novo pavilhão com dois andares de
estacionamento; Hipótese 2: construção de um novo pavilhão sem
estacionamento. Emprega-se a metodologia de análise custo-benefício (ACB) às
duas hipóteses. Utiliza-se a ACB com o objetivo de determinar a sua viabilidade,
quer do ponto de vista privado como social. A ACB parte de uma análise privada
- isto é, utilizam-se preços de mercado e as políticas públicas são incluídas - para
uma análise social – onde se utilizam preços de eficiência ou preços-sombra e se
excluem as políticas públicas, dado que estas representam uma transferência de
valor de um grupo social para outro.
Na análise privada, assume-se a obtenção de subsídios que tornam o projeto
viável. São indicados os valores necessários de participação do Estado ou da
Câmara Municipal do Porto, com o intuito de se construir o pavilhão de forma
sustentada. Na análise social, os indicadores não são favoráveis. Contudo, a
quantificação e internalização de externalidades positivas para a sociedade
contribuem favoravelmente para o valor social do projeto e podem permitir que
este se torne viável do ponto de vista social.
Nowadays, there is great concern by the public authorities regarding the adoption of a healthier lifestyle by the population. Therefore, certain topics have been addressed, such as improving eating habits and promoting physical activity. The Clube Infante Sagres is a notorious and prestigious roller hockey club located in Porto, Portugal. Currently, its facilities are in poor conditions and, therefore, the construction of a new pavilion is intended. Two different options are presented in this project. Option 1: construction of a new pavilion with two floors of parking; Option 2: construction of a new pavilion. The methodology of cost-benefit analysis (CBA) was applied on both hypotheses. CBA is used to determine its feasibility, both from a private and social point of view. The CBA starts from a private analysis - market prices are used, and public policies are included - to a social analysis - where efficiency prices, or shadow prices, are used and public policies are excluded, since they are a transfer of value from one social group to another. In the private analysis, public funding was taken in consideration so that the construction of the pavilion was feasible. The required State’s funds – or from the Câmara Municipal do Porto - were outlined for the new facilities to be built in a sustainable way. In the social analysis, the indicators were not positive. However, the quantification and internalization of positive externalities for the society positively contribute to the social value of the project and may allow the project to become viable from a social perspective.
