Abstract(s)
Os Serviços Sociais das Forças Armadas (SSFA) foram criados em 1958, sob a égide do
projeto político-ideológico e social do Estado Novo relativamente à assistência e à previdência
social corporativa. Desde a sua criação até à atualidade, os SSFA atravessaram
diversos períodos cujas transformações políticas, económicas e sociais impuseram desafios
ao desenvolvimento da sua missão de apoio à família militar. O atual panorama de alteração
económica e social do país renova os desafios colocados à ação social das Forças
Armadas, obrigando a uma reestruturação da sua atuação de modo a garantir a continuidade
da eficácia e da eficiência das suas atividades.
Desta forma considerou-se oportuno o desenvolvimento de um estudo que analisasse a
evolução dos SSFA e definisse linhas de orientação estratégica para a sua atividade no
futuro. Para tal, impôs-se perceber a lógica subjacente à sua criação e reconstituir a sua
trajetória histórica, o que remeteu para o desenho do itinerário da evolução da proteção
social em Portugal e o seu enquadramento no plano europeu, identificando os marcos históricos
mais relevantes e determinantes para a sua configuração.
Posteriormente é apresentado o atual contexto da ação social das Forças Armadas, no
âmbito do Instituto de Ação Social das Forças Armadas (IASFA, I.P.), e analisa-se o alargamento
da missão do Instituto à gestão da assistência na doença aos militares (ADM), a
par da de garantia da ação social complementar (ASC).
Por fim, conclui-se apresentando os desafios que se colocam atualmente ao IASFA, I.P., na
prossecução da sua missão, num contexto de transformação das políticas públicas, e definindo
linhas de orientação estratégica quer para a prossecução do atual âmbito de atividade
quer para a ampliação deste.
The Social Services for the Armed Forces (SSFA) were created in 1958 under the aegis of the Estado Novo’s political-ideological and social project of corporate welfare. Since its creation until today, the SSFA crossed different periods of time; the consequent political, economic and social changes imposed alterations and different challenges to its mission of supporting the military family. The current economic and social changes underway in Portugal renew the challenges imposed to social action for the Armed Forces, forcing a restructuring of its operation mode in order to ensure the continuing effectiveness and efficiency of its activities. Therefore it was considered appropriate to develop a study to analyse the evolution of the SSFA and to define strategic guidelines for its activities in the future. In order to pursuit this goal, its historical trajectory was outlined, along with the study of the evolution of social protection in Portugal within the European framework. Posteriorly, the current context of the social action for the Armed Forces, within the Institute of Social Action for the Armed Forces (IASFA, IP), is presented and an analysis of the implications on the functioning and mission of IASFA, IP due to new challenge of the need of management of health insurance to the military (ADM) is performed. Finally, some challenges that IASFA, IP faces in the prosecution of its mission are presented, in the current context of transformation of public policies, and some strategic guidelines for the future are drawn.
