A gestão partilhada dos sistemas de ensino é uma realidade transversal aos sistemas
educativos de vários países. No caso português, tal significa a participação em
diferentes órgãos de representantes oriundos de quadrantes distintos. O Conselho Geral
é um órgão instituído neste contexto e é um exemplo da diversidade de parceiros que
hoje em dia são chamados a contribuir na gestão dos estabelecimentos de ensino. No
Conselho Geral têm assento representantes dos pais e encarregados de educação, do
pessoal docente e não docente, dos alunos, da autarquia e de entidades locais.
Perceber que visão é que estes membros têm da sua influência na vida da escola é o
objetivo do estudo a desenvolver. O objeto do estudo são os Conselhos Gerais de dois
Agrupamentos de Escolas inseridos num mesmo concelho. Trata-se de um estudo
qualitativo, no qual se recorreu à metodologia de estudo de caso e que conjuga o recurso
a várias técnicas de investigação: a análise documental, a entrevista e a observação.
O trabalho de campo decorreu durante o ano letivo de 2015-2016. Dos dados recolhidos
inferimos que, na sua maioria, os sujeitos participantes do estudo percecionam o
Conselho Geral como um órgão de participação e de acompanhamento, razão pela qual,
não tem qualquer influência na definição das linhas orientadoras da escola. O estudo
aponta, ainda, para a ideia de que a escola continua a ser um ecossistema dominado por
professores, uma vez que são estes que definem as linhas estratégicas que influenciam o
quotidiano escolar, permitindo que o Conselho Geral concretize uma retórica a
propósito da gestão democrática das escolas, plasmada nos diplomas produzidos ao
nível da administração central.
The shared management of the educational systems is a cross-reality to the educational systems of several countries. In the Portuguese case, it means the participation in different organs of representatives coming from different quarters. The General Council is an organ set up in this context and it is an example of the diversity of partners that nowadays are called upon to contribute to the management of educational establishments. To the General Council take part the representatives of parents or of their representatives, of teaching and non-teaching staff, of students, of the local authority and of local entities. To perceive what vision these members have about their influence in the school life is the purpose of the study to be developed. The object of the study comprises the General Council of two groups of schools inserted in the same municipality. It is a qualitative study, in which the methodology of study case was used, which combines the use of several research techniques: the documentary analysis, the interview and the observation. The field work took place during the school year 2015-2016. From the data collected, we infer that the majority of the subjects, who have participated in the study, perceive the General Council as an organ of participation and of follow-up, the reason why it has no influence on the definition of the school guidelines. The study also points to the idea that the school continues to be an ecosystem dominated by teachers, since these are the ones who define the strategic lines that influence the school daily life, allowing the General Council to make a rhetoric about the democratic management of schools, reflected in the diplomas issued at the level of central government.
