Abstract(s)
Tendo em conta a crise que o país enfrenta e as mudanças recentemente introduzidas, e fortemente contestadas, na Administração Pública, o presente estudo tem como objetivo geral a compreensão da perspetiva dos trabalhadores do Núcleo de Infância e Juventude (NIJ) do Instituto da Segurança Social, I.P., no que diz respeito ao seu estatuto de “funcionário público”, às condições de trabalho e de emprego que lhe estão inerentes, bem como aos seus impactos ao nível da saúde.
De forma a responder às questões de investigação formuladas, desenvolveu-se uma pesquisa baseada numa abordagem qualitativa, com oito participantes do NIJ, realizando-se entrevistas individuais e recorrendo ao software de análise de conteúdo NVivo 9 como auxílio à análise dos dados recolhidos.
A partir deste estudo tornou-se então evidente que o período atual é considerado um período crítico, revelando um crescente descontentamento dos trabalhadores face ao trabalho no setor público e face às mudanças instituídas na Administração Pública, como é o caso da redução de vencimentos e do aumento de contribuições/impostos. Todavia, estas mudanças fizeram-se igualmente sentir a outros níveis, menos visíveis e pouco abordados nos debates de sociedade. De referir, nomeadamente, o impacto que tiveram nas condições em que a atividade de trabalho é prestada e nas consequências das mesmas ao nível da saúde, sobressaindo o aumento do horário de trabalho, e a sobrecarga e ritmo excessivos de trabalho, de entre os efeitos mais significativos.
A maioria dos trabalhadores do NIJ realça ainda uma ênfase quase exclusiva em critérios quantitativos na avaliação do trabalho que desenvolvem, e também a ausência de consideração das exigências intrínsecas à sua atividade profissional na determinação das mudanças na Administração Pública, evidenciando assim a perceção de realização profissional comprometida e ainda a inexistência de reconhecimento do seu trabalho.
Given the crisis that the country is facing and the recently introduced changes in Public Administration, which have been strongly contested, this study aims to describe the understanding of the perspective of the workers of the “Nucleus of Childhood and Youth” (NIJ) of the Social Security Institute, P.I., regarding their status of “civil servant”, their inherent working and employment conditions, as well as their health impacts. In order to answer the outlined research questions, a survey was developed based on a qualitative approach, with eight participants from NIJ, carrying out individual interviews and making use of content analysis software NVivo 9 as an aid to the analysis of the collected data. With this study it became evident that the current period is considered a critical period, revealing a growing dissatisfaction of workers towards work in the public sector and due to the changes introduced in the Public Administration, such as salaries reduction and increased contributions/taxes. However, these changes also had consequences at other levels, less visible and less mentioned on the society’s discussions. It should be noted, in particular, the impact they had on the working conditions and the implications in terms of health, highlighting the increased working hours, and the overcharge and excessive rhythm of work, among the most significant effects. Most workers of NIJ also notes an almost exclusive emphasis on quantitative criteria in the evaluation of their work, and also the absence of consideration of the intrinsic demands to their professional activity in the determination of the changes in the Public Administration, consequently, enhancing the perception of compromised professional achievement and yet the lack of recognition of their work.
