O arquipélago dos Açores pode ver o seu peso estratégico reapreciado na política externa portuguesa, em virtude da sua inserção geográfica central no oceano Atlântico e tendo em conta as alterações profundas nos contextos nacional (possibilidades decorrentes da extensão da plataforma continental), europeu (corrente de pensamento que defende um federalismo pragmático e um consequente mar europeu) e transatlântico (a mudança estratégica do proposto pivot to Asia dos EUA). Fazendo uma breve análise histórica da evolução do papel desempenhado pelos Açores para a inserção internacional do país – em particular no que diz respeito ao eixo atlântico da sua política externa e com especial ênfase a partir do final da Guerra Fria –, pretendemos com este trabalho enquadrar as possibilidades futuras desta região tendo em linha de conta a presença, e os interesses, de outros atores internacionais no espaço atlântico, bem como as potencialidades que o arquipélago dos Açores oferece nesse contexto atlântico.
The Azores archipelago may soon have its strategic weight reappreciated in Portuguese foreign policy, as a result of its central geographic insertion in the Atlantic Ocean and taking into account the profound changes in the national (possibilities arising from the extension of the continental shelf), European (current of thought that defends a pragmatic federalism and a consequent European sea) and transatlantic contexts (the strategic change of the proposed US pivot to Asia). By making a brief historical analysis of the evolution of the role played by the Azores in Portugal's international insertion – particularly with regard to the Atlantic axis of its foreign policy and with special emphasis on the period since the end of the Cold War –, we intend with this work to frame the future possibilities of this region taking into account the presence, and interests, of other international actors in the Atlantic space, as well as the potential that the Azores archipelago may offer in this Atlantic context.
