A Frente Atlântica do Porto é uma associação de municípios recentemente constituída por Matosinhos, Porto e Vila Nova de Gaia. No atual contexto da governança, da organização do Estado português e dos seus diferentes níveis de poder no território nacional, os três municípios veem vantagens na coordenação de esforços com vista ao desenvolvimento dos respetivos territórios e populações. Neste estudo analisamos o impacto sobre o Desenvolvimento como Liberdade de três cenários organizacionais alternativos para a Frente Atlântica do Porto: i) O cenário presente, de existência da Frente Atlântica do Porto, enquanto associação de municípios, sem outras alterações na organização do Estado português (FAP 1); ii) O cenário de existência de Frente Atlântica do Porto com a eleição direta da Área Metropolitana do Porto (FAP 2); iii) O cenário de existência da Frente Atlântica do Porto com a eleição direta da Área Metropolitana do Porto e a eleição pelos municípios das Comissões de Coordenação e Desenvolvimento Regional – CCDR (FAP 3). A análise de impacto contempla as dimensões correspondentes às liberdades instrumentais propostas por Amartya Sen: i) liberdades políticas; ii) disponibilidades económicas; iii) oportunidades sociais; iv) garantias de transparência; v) proteção social. Os resultados mostram que a mera existência da Frente Atlântica do Porto (FAP 1) tem impactos positivos sobre o Desenvolvimento como Liberdade dos três municípios. Os resultados mostram também que os cenários alternativos acentuam esses efeitos positivos, ao reforçarem a capacidade de atuação ao nível metropolitano (FAP 2 e FAP 3) e ao nível regional (FAP 3) do Estado português.
The Porto Atlantic Front is an association of municipalities recently formed by Matosinhos, Porto and Vila Nova de Gaia. In the actual context of governance, of the Portugueses State organization and its different levels of power in the national territory, the three municipalities see advantages in coordinating efforts for the development of their territories and populations. In this study we analyze the impact on Development as Freedom of three alternative organizational scenarios for the Porto Atlantic Front: i) the present scenario, the existence of the Porto Atlantic Front as an association of municipalities with no other changes to the Portuguese State organization (FAP 1); ii) the scenario of the existence of the Porto Atlantic Front with the direct election of the Porto Metropolitan Area (FAP 2); iii) the scenario of the existence of the Porto Atlantic Front with the direct election of the Porto Metropolitan Area and the election by the municipalities of the Coordination and Regional Development Commissions (FAP 3). The impact analysis considers the dimensions corresponding to the instrumental freedoms proposed by Amartya Sen: i) political freedoms; ii) economic facilities; iii) social opportunities; iv) transparency guarantees; v) protective security. The results show that the mere existence of the Porto Atlantic Front (FAP 1) has positive impacts on Development as Freedom of the three municipalities. The results also show that the alternative scenarios accentuate these positive effects, by enhancing the performance capacities of the Portugueses State at the metropolitan level (FAP 2 and FAP 3) as well as at the regional level (FAP 3).
