Abstract(s)
A presente dissertação de mestrado baseia-se nas políticas sociais, especificamente na política ativa Rendimento Social de Inserção (RSI). As políticas sociais ativas adotadas em Portugal e na União Europeia para o combate à pobreza e exclusão social baseiam-se, fundamentalmente, na implementação de conceitos como individualização, contratualização e negociação. As medidas assentes nestes princípios de cidadania social promovem a participação dos indivíduos no delinear de um contrato, que tem como objetivo a sua inserção social e profissional. Este processo para a inserção é uma tarefa complexa, que apela ao envolvimento de todos os intervenientes de modo a adequar as respostas às necessidades e características dos indivíduos e famílias.
Neste sentido, o presente estudo tem como objetivo principal contribuir para uma reflexão sobre a aplicação e os resultados desta medida, ou seja, pretende conhecer de que forma os beneficiários interpretem o Contrato de Inserção do RSI, perceber se esta prestação social tem promovido a inserção laboral e social dos beneficiários ou se, pelo contrário, tem contribuído para a propagação de aspetos que mantêm a dependência da prestação.
Trata-se de um estudo descritivo, quantitativo e transversal, a amostra é constituída por 101 beneficiários de um concelho do distrito de Viseu, acompanhados pela equipa multidisciplinar do RSI. Os resultados obtidos, através da aplicação de um questionário construído para o efeito, permitem concluir que a maioria dos beneficiários recorre à medida do RSI devido a baixos rendimentos, consideram a prestação insuficiente, o que não facilita a sair do ciclo de pobreza nem à autonomização da medida do RSI, contudo, manifestam que esta consiste num apoio que proporciona uma melhoria na qualidade de vida. Confirmando a importância do acompanhamento dos técnicos.
This Master’s dissertation is based on social policies, mainly on the Social Integration Income (SII) policy. The active social policies adopted in Portugal and in the European Union in order to fight poverty and social exclusion are based on the implementation of concepts such as individualization, contractualisation and negotiation. The measures built on these principles of social citizenship promote the individuals’ participation in the definition of a contract which main objectives are their social and professional integration. This process towards integration is a complex task which calls on the involvement of everyone who is part of this process so that the answers can match the individuals and families’ needs. Bearing this in mind, this study’s main objective is to contribute to a reflection on how to apply the results that would come from this measure, that is, we want to understand how the people who benefit from this Integration Contract would interpret it, to understand if this social benefit has been promoting the social and professional integration of those to whom it is granted or if it has been contributing to the spreading of certain aspects that make these people more and more dependent on this benefit. It is a descriptive, quantitative and transversal study and the sample is formed by 101beneficiaries from a region located in Viseu`s district parishes who worked with the SII multidisciplinary team. The results we got when we applied the questionnaire build for this purpose showed that the majority of the beneficiaries sought help from the SII because of their low incomes, that they consider this benefit as being insufficient, a situation that doesn’t allow them to overcome the poverty cycle in which they live and that doesn’t contribute to the autonomisation of this measure. However they consider that this measure is an important support to improve their standard of living. We could confirm the importance of the SII technicians’ follow up.
