Este trabalho visa analisar a eficácia da Metodologia de Planeamento de Projetos por
Objetivos na customização de intervenções formativas à medida das necessidades das
empresas.
O mesmo realizou-se a partir do estudo de caso único cuja unidade de análise diz
respeito a um projeto inserido no programa Formação PME gerido parcialmente pela
CH Business Consulting. Com uma abordagem de cariz qualitativo, o caso foi
explorado através da observação participante da investigadora aquando do cumprimento
de um estágio curricular, juntamente com a realização de entrevistas aos atores
envolvidos na execução desta metodologia no terreno.
As conclusões apresentadas são fruto da articulação dos dados empíricos com o
enquadramento teórico e assentam no modelo de análise criado exclusivamente para
este fim. O principal resultado apurado indicou as limitações da MPPO no contexto
estudado e permitiu uma análise crítica deste método com a identificação de um
conjunto de fatores que corroboram esta realidade: (1) exigências temporais e de custos
para a execução da metodologia; (2) situação económico-financeira das empresas; (3)
motivação das organizações para participar do projeto; (4) elevado grau de exigência da
metodologia que requer preparação por parte dos executantes; (5) limitações da MPPO
devido às formalidades e exigências da AEP quanto aos procedimentos e o
financiamento do projeto.
Por fim, foi realizada uma síntese conclusiva do estudo e indicadas as principais
limitações verificadas na investigação como àquelas inerentes ao próprio estudo de caso
único; a falta de disponibilidade das empresas para análise do impacto da metodologia
num contexto organizacional e a restrição da amostra. As mesmas deram origem à
proposta de futuras linhas de investigação.
This report aims to examine the effectiveness of the Objectives-oriented Project Planning in the customization of training interventions tailored to company´s needs. The study was held from a single case study and has analyzed a project inserted in the PME training program, partially managed by CH Business Consulting. With an approach of a qualitative nature, the case was explored through the researcher´s participant observation during a traineeship, interviewing actors nvolved in the implementation of this methodology in the field. The findings presented are the result of the empirical data with the theoretical framework and it is based on the analysis model created exclusively for this purpose. The main result obtained indicated the limitations of the MPPO in the context studied and allowed a critical analysis of this method that has identified a set of factors that support this fact: (1) temporal requirements and costs for implementing the methodology, (2) the economic-financial situation of the companies, (3) the motivation of organizations to participate in this project, (4) the high demands of the methodology that requires preparation on the part of the consultants, (5) MPPO limitations due to AEP formalities and requirements on procedures and the project financing. Finally, concluding summary of the study was made indicating the main limitations of this investigation as those inherent in the single case study; the lack of companies´ willingness to analyze the impact of the methodology in an organizational context and the restriction of the sample. The same led to the proposal of researching lines.
