Este estudo procura analisar o impacto que a implementação de um sistema de gestão de transporte de doentes, software que permite gerir o planeamento e contabilização dos transportes requisitados por uma unidade de saúde, teve no processo de funcionamento do departamento de transportes, mas também, em todo o processo que se desenrola a montante e a jusante do mesmo, num Centro Hospitalar Português. O objetivo é apurar os benefícios financeiros, operacionais e de qualidade da prestação do serviço decorrentes da informatização deste processo. Para esse intento, compara-se a informação sobre o funcionamento da atividade previamente à implementação da plataforma com os resultados e desempenho obtidos à posteriori. Atendendo ao carácter marcadamente prático deste estudo, condição estabelecida com a instituição visada à partida para a sua elaboração, o método de recolha de informação é amplamente apoiado em informação empírica, sem no entanto negligenciar o grande contributo da literatura existente para os progressos que se tem vindo a fazer na implementação de Tecnologias de Informação no sector da Saúde, mas também, e nas políticas e legislação que regem a atividade deste sector. O resultado deste trabalho permite reconhecer o impacto que a implementação deste sistema teve em termos operacionais e no controlo de todo o processo de serviço, nomeadamente, sobre a componente que é realizada pelas empresas de transporte, mas também, as medidas que tem vindo a ser tomadas pelo centro hospitalar neste domínio para reduzir os custos com esta atividade.
The intent of this study is to analyze the impact that the implementation of a patients transportation management system, software that allows the planning and accounting of transports required by an healthcare unit, had in the regular operations of a transportation department, but also in the entire process occurring previously and after the activities performed by that area. The main goal is to achieve the financial, operational and service quality benefits delivered by the implemented solution in the whole process. Regarding that purpose, a comparison between the working process before and after the implementation of the platform was made. Considering the high practical essence of this study, condition previously settled with the referred healthcare unit, the method used to collect information was essentially supported on empirical observation and information produced and used by this healthcare unit. However, the existing literature was not neglected, as it was used to assess the progress that is being held in the ICT area to ensure a better health service delivery to patients, and the existent policies and legal constrains to this activity. The result of this study recognizes the implementation impact of this informatics system in operational terms and in the control of all processes, namely, the component that is provided by the patients transportation companies. It also endorses the effort being carried by this healthcare unit with other measures to reduce the costs related with this activity.
