| dc.description.abstract | Com o objetivo de descrever o papel do conselho de Escola Primária Completa de Beleza, este trabalho analisou a constituição e funcionamento do conselho, numa escola pública, entendendo que a partilha do processo de tomada e implementação de decisões entre todos intervenientes na vida escola é essencial para a implantação de escolas democráticas. Este estudo tem como referencial teórico, as teorias burocrática, neoinstitucional, hipocrisia organizada e política. A investigação qualitativa foi escolhida por permitir a recolha de dados que ilustram o cotidiano da escola, permitindo perceber o processo de tomada de decisões, a implementação das decisões tomadas pelo conselho de escola, a relação entre o diretor e o presidente do conselho, a manifestação da democracia e o papel de cada membro deste órgão. O problema, a justificativa, a pertinência, a relevância, a motivação, os procedimentos metodológicos e alguns estudos realizados na área do conselho de escola estão apresentados nas primeiras duas partes. Na terceira parte, foram colocados os dados e as respetivas análises, dados estes que foram obtidos através de entrevista semiestruturada, análise documental e observação. No final, são apresentadas as conclusões e as respetivas sugestões. Este estudo mostrou, através do referencial teórico construído e os dados coletados, que o conselho de escola é composto de acordo com as normas do Ministério da Educação, contudo alguns membros que o integram não cumprem o legalmente estipulado. Em geral, as normas previstas pelo Ministério encontram obstáculos na sua operacionalização; os membros da comunidade ainda não conseguem dar o seu contributo para o funcionamento pleno do órgão; o diretor da escola é que convida os membros do conselho para encontros, caso necessite; nos dois últimos anos, o presidente do conselho de escola não convidou a direção e nem as comunidades para a realização de encontros. Contudo, a prática central do órgão consiste na ajuda à direção da escola na resolução de problemas administrativos, nomeadamente problemas disciplinares de professores e alunos, segurança da escola e material para crianças órfãs e vulneráveis. | por |
| dc.description.abstract | In order to describe the role of the school board complete primary Beauty, this paper analyzed the constitution and functioning of the board at a public school, understanding that the sharing of decision-making and implementation among all stakeholders in the school life is essential for the implementation of democratic schools. This study is theoretical, theories, bureaucratic, organized hypocrisy and political neoinstitutionalist. Qualitative research was chosen to allow the collection of data that illustrate the daily life of the school, allowing the perception of decision- making, implementation of the decisions taken by the school board, the relationship between the director and the chairman of the board, the manifestation of democracy and the role of each member of the school board . However, the problem, the rationale, relevance and relevance, motivation, methodological procedures and some studies in the area of the school council are presented in the first two parts. In the third part, the data were placed and their respective analyzes. These data were obtained through semi-structured interviews, document analysis and observation. In the end, conclusions are presented and the respective suggestions. This study has shown by theoretical built and the data collected that the school board is composed in accordance with the standards of the Ministry of Education, but some members are appointed, the fact that it violates the rules. In general, the rules laid down by the Ministry encounter obstacles in its operation; community members still fail to contribute to the full functioning of the body, the power is still in the picture of the school principal that invites members of the school board to meet, if you need, the chairman of the school during the last two years not invited to conduct meetings with the direction nor the communities. However, this body is still valid since it helps the school board in resolving administrative problems, including disciplinary problems of teachers and students, school safety and material for orphans and vulnerable children. | por |
