| dc.description.abstract | The aim of this master thesis is to provide a comprehensive understanding of how Non-Governmental Organizations based in Portuguese Speaking African Countries (PALOP) serving at the community level, can better address the needs of the beneficiaries instead of following a first-world country approach, since this tends be ineffective due to the opposite realities faced in both worlds. This study first constructs on the current literature. Afterwards, it reviews the most common NGO fund models, the constraints resulting from NGO-Donor relationships, the needs, the priorities of the PALOPs, and the main problems in the region. This thesis follows a qualitative data approach by enquiring about NGO local views on donor imposed restrictions, and the challenges that come with them. The thematic analysis of the conducted 12 interviews emphasises the need for understanding the regional culture, investing in the local capacity, and seeking funds diversification to promote NGO autonomy while meeting village needs. | pt_PT |
| dc.description.abstract | O principal objetivo desta tese de mestrado centraliza-se na compreensão "latu sensu" sobre as Organizações Não Governamentais estabelecidas em Países Africanos de Língua Oficial Portuguesa (PALOP) que operam a nível comunitário, tendo assim como objetivo primordial as necessidades dos seus beneficiários, ao invés de adotar uma abordagem de países do primeiro mundo, que reiteradamente chega a ser ineficiente devido á diferença dos problemas sociais enfrentados pelas realidades paralelas. Esta investigação baseia-se, numa primeira fase, em doutrinas já consolidadas. Numa segunda abordagem, esclarece os modelos de financiamento mais comuns entre as ONGs, os constrangimentos resultantes das relações Doador-ONG, as necessidades e prioridades dos PALOP, e os principais problemas regionais afetos às comunidades referenciadas. Esta tese fundamenta-se na recolha de dados qualitativos, com a finalidade de inquirir as perspetivas locais, assim como proceder a uma análise dessas perceções, das ONGs no que diz respeito as restrições impostas pelos doadores, e os desafios que advêm das mesmas. As principais conclusões que decorrem deste foco temático, centram-se na análise a 12 entrevistas que enfatizam a necessidade de se entender melhor a cultura adstrita à região, assim como investir na capacidade local, e optar pela diversificação de fundos para que se promova a autonomia das ONGs, enquanto as necessidades da comunidade são transportas para uma primeira linha de atuação. | pt_PT |
