Este estudo tem como objetivo compreender como o Serviço Público de Media em Portugal,
representado pela RTP 2, cumpriu o papel de “formar” audiências por meio de sua
programação televisiva entre 2003 e 2017. Através de análises das grelhas de programação e
entrevistas com os diretores do canal durante o período referido, esta investigação tentou
oferecer uma perspectiva holística dos programas formativos da RTP 2, buscando perceber a
relevância dada a estes conteúdos e relacionando a construção das grelhas com os contextos
estruturais, financeiros e conceituais que rodearam o canal em cada período. Através de uma
estratégia metodológica mista, que incluiu a triangulação de dados qualitativos e
quantitativos, o estudo concluiu que a programação formativa da RTP 2 nos últimos 15 anos
apresentou conteúdos pouco diversificados, com uma repetição significativa de gêneros,
prejudicando o aspecto da qualidade. Apesar dos desafios na produção de conteúdos que
respeitem integralmente os valores propostos pelo Serviço Público de Media, a RTP 2 se
apresenta como um canal relevante na propagação de conteúdos formativos para todos os
públicos e comprometido com a distribuição de cultura e conhecimento, ainda que não de
forma ideal. A dualidade entre interesse público e busca pelas audiências, assim como
qualidade de conteúdos e investimento financeiro foram alguns dos contextos discutidos pelos
diretores e que influenciaram a determinação dos conteúdos nas grelhas.
This study aims to understand how the Public Service Media in Portugal, represented by RTP 2, fulfilled the role of educating audiences through its television programming between 2003 and 2017. By providing an analysis of the programming tables and interviews with the channel’s previous directors during the referred time, this investigation tried to offer a holistic perspective of the educative programs within the RTP 2 schedule grids. The study attempted to understand the relevance given to the content while relating it to the way the grids were assembled taking into account the channel’s structural, financial and conceptual context during each period of time. Through a mixed methodological strategy, which included the triangulation of both quantitative and qualitative data, this study concluded that the educative programs of RTP 2 in the past 15 years presented contents not much diverse, with a significant repetition of genre and little innovation, which compromised the aspect of quality. Despite the challenges in the production of content that fully respect the values proposed by the Public Service Media, RTP 2 presents itself as a relevant channel in the propagation of educative contents for all audiences and committed to the distribution of culture and knowledge, although not ideally. The duality between content quality and financial investment, as well as public interest and TV ratings were some of the contexts discussed by the directors and that influenced the content determination in the grids.
