This paper analyses the beginnings of the Portuguese scouting movement. This period is marked by an indefinition in the institutional aspects of the Portuguese scouts, having several scouting groups adopted different solutions in terms of their structure and organization. One of the main issues leading the debate among these groups was their role as an agent of Military Instruction, occupying theextra-curricular schedules of the Portuguese youngsters. This debate was deemed of higher importance within each of the emerging scouting groups and throughout the entire scouting community, to a point when the debate became a central issue in the dialogue among scouting groups and affecting the civil society as well. Some newspapers and magazines of regional and national scope even took part on this debate, placing themselves against a militarized way of scouting. Concerning not only the nature and institutional organization of the scouting movement, but also its framing within the Portuguese society and political institutions, this debate remained a powerful conditioning aspect of the relations between the movement and the Portuguese State, up to the coup of May 28th, 1926.eng
