Abstract(s)
As organizações, pressionadas pelas constantes alterações tecnológicas,
económicas, políticas e sociais são forçadas a manter um ritmo constante de mudança
de modo a não se tornarem obsoletas. A liderança tem sido apresentada como um
fator chave associado à taxa de sucesso na implementação da mudança
organizacional, nomeadamente no setor público.
O presente estudo teve como principais objetivos testar a relação existente
entre o comportamento de liderança transformacional dos supervisores diretos e o
comprometimento afetivo com a mudança dos funcionários e perceber quais os
fatores que medeiam esta relação durante um processo de implementação de
mudança no contexto do setor público, em Portugal.
Os resultados obtidos indicam que a liderança transformacional se relaciona
positivamente com o comprometimento afetivo com a mudança, quer de forma direta
quer através da mediação de fatores associados ao processo de gestão da mudança,
tais como o tipo de mudança (planeada e emergente), a clareza na comunicação e o
grau de participação dos funcionários no processo de mudança. Além disso, os
resultados mostraram que um elevado nível de formalização está negativamente
relacionado com o comportamento de liderança transformacional por parte dos
supervisores diretos.
Em conclusão, o presente estudo permitiu observar que o comportamento de
liderança transformacional dos supervisores diretos dá um importante contributo para
a implementação bem-sucedida da mudança organizacional no setor público.

Leadership has been presented as a key factor associated with the successful implementation of organizational change, in particular on the public sector. The main objective of the present study was to test the relationship between transformational leadership behavior of direct supervisors and affective commitment to change among employees and to discover the factors that influence this relationship during change implementation on the context of the public sector, in Portugal. The results indicate that transformational leadership is positively related to affective commitment to change, either directly or through the mediation of factors associated with the change management process, such as the type of change (planned and emergent), the quality of change communication and the degree of employee participation in the change process. In addition, the results showed that a high degree of formalization is negatively related to transformational leadership behavior of direct supervisors. In conclusion, the present study showed that the transformational leadership behavior of direct supervisors makes an important contribution to the successful implementation of organizational change in the public sector.
