O presente texto estabelece uma associação entre a despesa pública e uma certa ideia justiça social e de transformação assumida pela Constituição. A partir daqui esclarece o conceito de despesa pública justa, extraindo dele o efeito transformador que pode trazer para a compreensão dos direitos fundamentais, do Orçamento e do controlo jurisdicional da actividade financeira do Estado.
This text establishes an association between public spending and a certain vision of social justice and transformation assumed by the Constitution. From here on, it clarifies the concept of fair public spending, drawing from it the transformative effect it can bring to the understanding of fundamental rights, of State budget and of the judicial control of the public financial activity.
