In the reconfiguration of the role of the State, municipalities have been broadening
the scope of their activities in the field of education, and in recent times they have
turned to the "inter-administrative contract" model for delegating power from the
Central Administration to Local Administration, seeking to manage education
through objectives. As part of this PhD in Educational Sciences, we undertook a
study to understand a municipality’s motives and identify the measures
implemented, as well as the actions it takes and the roles it plays in local
coordination of school education. The study is undertaken in a district in northern
Portugal. It is of a qualitative nature and uses documentary research, observation
and semi-structured interviews. In this paper we present some tentative results,
focusing mainly on the distinction between influence on education within the
district and on education in each school, in the motivations expressed by the
municipality’s political leaders and in the perceptions of the school directors
regarding the dual control by the central administration and the municipality.
