Se é verdade que existem limitações no processo de valoração da cultura em termos económicos, parece ser cada vez mais consensual a relação existente entre Cultura e Economia, e concretamente, entre o património cultural e o desenvolvimento económico regional. O nosso trabalho vai no sentido de estudar esta relação, suportados num planeamento estratégico de desenvolvimento e num conjunto diverso de metodologias qualitativas e quantitativas, aplicadas a um caso concreto de uma região periférica, localizada no Norte de Portugal, formada por seis concelhos com caraterísticas distintas, mas com importantes pontos em comum.
Dado o progressivo alargamento do alcance da definição de património cultural, procuramos determinar, em primeiro lugar, a grandeza “património cultural do Douro Verde”, pela interceção das propostas de diferentes tipos de interessados (lado da oferta) com as motivações dos visitantes que procuram a região (lado da procura).
Com base na sugestão de um conjunto de medidas de gestão do património para o desenvolvimento, e naquilo que são as grandes linhas estratégicas, a este nível, para a região, foram delineados dois possíveis cenários de gestão para um produto estratégico entretanto também aqui identificado (“paisagens milenares do Douro Verde”).
Com o auxílio dos métodos económicos disponíveis para este tipo de bens, procurou-se valorar o destino Douro Verde, e selecionar, de acordo com um conjunto de pressupostos, e não obstante algumas limitações a diferentes níveis, aquele que seria o melhor cenário.
Um estudo de impacto económico resultante da implementação de cada um dos cenários colmata esta investigação, a qual se gostaria de ver completada, numa fase posterior, com a realização de um estudo de viabilidade da implementação do cenário selecionado, tomando, desta feita, como base, tanto quanto possível, dados recolhidos no mercado, em tempo real.
É esta dupla relação, papel do património cultural no desenvolvimento económico, e relevância dos métodos económicos para a avaliação e gestão daqueles bens e serviços culturais, que esta investigação pretende elevar.
If constraints exist in the economic valuation process of culture, the existing relationship between Culture and Economy appears to be increasingly consensual, particularly between cultural heritage and regional economic development. Our aim is to study this connection, based on a strategic development plan and on a set of qualitative and quantitative methodologies, focusing on a case study of a peripheral region of Northern Portugal comprising six counties with distinct characteristics, although sharing some points of contact. Considering the progressive enlargement of the concept of cultural heritage, our first step was to try to determine the “cultural heritage of Douro Verde” by looking at the intersection of what is offered by various stakeholders (the so-called “supply side”) and the main reasons why cultural visitors decide to visit this place (the so-called “demand side”). Based on a set of measures for managing cultural heritage for development purposes, while also bearing in mind the main institutional strategic guidelines for those regions, we have defined two possible management scenarios for a herein identified strategic product (“millennial landscapes of Douro Verde”). We have applied economic methodologies for this kind of good to evaluate the Douro Verde destination and select - according to some assumptions and not without limitations - the best scenario. This study concludes with an economic impact study involving each of these scenarios, although we would eventually like to take this research further by conducting an availability study on the selected scenario, collecting real-time market data. It is this double relationship - the importance of cultural heritage for economic development and the relevance of economic methods in both the evaluation and management of those cultural goods and services - that is the focus of this investigation.
