Abstract(s)
Esta dissertação foi desenvolvida com o objetivo de criar uma metodologia
de avaliação da performance macroeconómica dos países da União Europeia (UE),
e analisar a relação entre esta e o investimento direto estrangeiro (IDE).
A primeira etapa deste trabalho diz respeito ao estudo sobre performance
macroeconómica, que possibilitasse criar uma eficaz metodologia de avaliação e
apurar os fatores a considerar na sua concretização. Desta forma foi possível
concluir não só que tipo de dados utilizar, mas também propor a aplicação de um
modelo Data Envelopment Analysis (DEA) na construção de um composite indicator
(CI) de performance macroeconómica. Assim sendo, procedeu-se à recolha de
dados segundo categorias consideradas essenciais a uma análise coerente da
performance dos países em estudo (Economia, Saúde, Educação, Tecnologia e
Inovação, Ambiente, Burocracias e Sociedade), que foram devidamente
processados e agregados num CI.
O processamento da informação recolhida segundo o modelo de DEA
permitiu obter a performance dos países em estudo. A análise e a avaliação destes
resultados permitiu verificar de que forma estes se relacionavam com IDE.
Foram, então, identificados os países com desempenho mais elevado e mais
baixo, e analisada a forma como este se relaciona com o IDE. Os resultados
mostram uma possível ligação entre estas duas variáveis, contudo esta conclusão
não se mostrou consistente. Porem, esta inferência pode ter sido condicionada
pelas limitações técnicas encontradas ao longo do estudo, pelo que a realização
de estudos subsequentes talvez seja aconselhável.
This report was developed with the objective of creating a method for evaluating the macroeconomic performance that would allow to study in which way this may influence the foreign direct investment (FDI) in EU countries. The first stage of this work was the accomplishment of a preliminary study about macroeconomic performance that allowed to verify how to carry this evaluation and which factors to take in consideration in its accomplishment. This allowed to conclude not only what type of data to use, but also, to propose a Data Envelopment Analysis (DEA) model to develop a composite indicator (CI), of macroeconomic performance. Data were then collected according to categories considered essential to the performance analysis of the studied countries (Economy, Health, Education, Technology and Innovation, Environment, Bureaucracies and Society), which were properly processed and aggregated into a CI. The processing of the collected information according to the defined DEA model allowed to obtain the performance of the studied countries. The analysis and the evaluation of these results allowed to verify how these were related to the FDI. Countries with higher and lower performance were identified and analysed how their performance is relate to de FDI. The results show a possible link between these two variables, yet this conclusion was not consistent. However, this may be due the technical limitations encountered throughout the study and has so further studies on the subject are advised.
