Abstract(s)
A economia de mercado, ao mesmo tempo que contribui para a melhoria do nível de vida da população, gera exclusão. Inclui uns e exclui outros. Desta forma, com o objectivo de minorar os problemas sociais deste segundo grupo de pessoas, uma das intervenções do Estado é o financiamento às instituições particulares de solidariedade social (IPSS). Instituições estas constituídas sem finalidade lucrativa, por iniciativa de particulares, com o propósito de dar expressão organizada ao dever moral de solidariedade e de justiça entre os indivíduos. É neste pressuposto que a Associação dos Albergues Nocturnos do Porto (AANP) actua, junto da população pobre e excluída socialmente, sobretudo de pessoas em situação de sem-abrigo.
Este estudo pretende avaliar o impacto do modelo de funcionamento da AANP na integração social da população sem-abrigo. Para tal é utilizada uma metodologia de avaliação e implementação de projectos e programas proposta por Mendes (2006) que consiste em identificar os objectivos do Modelo de Intervenção Multidisciplinar (MIM) da AANP e a existência de eventuais desvios de implementação. Seguidamente, proceder-se-á à explicação desses mesmos desvios tendo em conta factores como os relacionados com o desenho do projecto, a disponibilidade de recursos e a utilização do programa por parte dos seus utilizadores.
A recolha dos dados foi efectuada através da análise documental dos processos familiares dos 84 utentes integrados na AANP em 2009, bem como da aplicação de questionários à Equipa Técnica da Instituição. Estes métodos permitiram concluir que o modelo de funcionamento é eficaz em cerca de 50% dos casos seleccionados e que o menor grau de eficácia é justificado pelas restrições de viabilidade e restrições de compatibilidade de incentivos.
The market economy, while contributing to the improvement of living standards of the population, generates exclusion. Includes some and excludes others. This way, in order to minimizing the social problems of this second group of people, one of the interventions of the state is financing private institutions of social solidarity (IPSS). These institutions constituted non-profit, private initiative, with the purpose to give organized expression to the moral duty of solidarity and justice between individuals. It is this assumption that the Associação dos Albergues Nocturnos do Porto (AANP) acts, among the poor population and socially excluded, especially for people in situation of homeless. This study pretends to evaluat the impact of the operating model of the AANP in the social integration of the homeless population. For this, is used a methodology of evaluation and implementation of projects and programs proposed by Mendes (2006) that consists in identify the objectives of the Multidisciplinary Intervention Model (MIM) of the AANP and the existence of possible deviations of implementation. Then, it will proceed to the explanation of those deviations taking into account factors such as those related to the project design, resource availability and utilization of the program by its users.
