Abstract(s)
No paradigma atual, assiste-se a intervenções efetuadas no património edificado, que requerem os contributos das áreas da arquitetura, da engenharia civil e da conservação e restauro. A ampla conceção e praxis sobre o Património Cultural levantam questões relevantes sobre o que deve ser ou não conservado. Que memórias materiais e imateriais são importantes no que toca ao património integrado no edificado civil corrente e no histórico não classificado? Arquitetos, Engenheiros Civis e Conservadores-Restauradores deparam-se com dúvidas levantadas quer pelos proprietários dos imóveis, quer pela aplicação dos regulamentos urbanos da área da reabilitação. Com frequência as soluções de projeto sobrepõem-se às de preservação, devido quer à inexistência de informação sobre o real valor dos testemunhos artísticos integrados por parte de proprietários e projetistas, quer por se considerar a legislação um fator relevante do ponto de vista da reabilitação (se não for aplicada, a sua existência é desnecessária), sendo determinante na execução de um projeto. É também por esse motivo que deve haver uma regular atualização da legislação, que permita a sua adaptação a novas realidades e visões mais atuais. Além disso a atividade do restaurador é considerada dispendiosa e morosa. Sendo um fator adicional que contribui para a destruição irreversível de muitos programas decorativos de época que poderiam constituir uma mais-valia para os imóveis, se conservados. Para os profissionais envolvidos na reabilitação, Arquitetos, Engenheiros, Conservadores-Restauradores, está patente um problema associado ao início e desenvolvimento das intervenções nas obras de reabilitação, muitas vezes, devido à inexistência de legislação e por outro lado ao incumprimento da legislação existente. Segundo os dados de um inquérito realizado pela ARP (Associação dos Conservadores-Restauradores de Portugal), em 2015, conclui-se que a legislação não é cumprida e a presença dos conservadores-restauradores em obras de reabilitação é residual. Ademais, os profissionais da conservação e restauro não conseguem apresentar-se aos concursos (Pereira [et.al]: 2015). É necessário, promover contribuições que fomentem a conservação e restauro do património integrado, enfatizem o valor e o potencial do património cultural na reabilitação, favorecendo uma mudança de paradigma no sentido de consolidar quer a posição do conservador-restaurador, no seio de equipas multidisciplinares, quer a preservação de testemunhos decorativos no projeto de reabilitação, encontrando um equilíbrio entre as pré-existências e a intervenção. Prevê-se ainda, construir tabelas de avaliação de valores patrimoniais aplicadas ao património edificado que funcionem como linhas orientadoras para a elaboração de bases orçamentais.
Currently, the interventions made in built heritage, require the contributions of the areas such as architecture, civil engineering and conservation and restoration. The broad design and praxis on cultural heritage raise relevant questions about what should or should not be conserved. That material and immaterial memories are important about the integrated heritage in current civil buildings and in unclassified history. Architects, Civil Engineers and Conservator-Restorers are owing doubts raised both by property owners and by the application of urban regulations in the rehabilitation area. Project solutions often overlap with preservation solutions, due either to the lack of information on the real value of integrated artistic testimonies by owners and designers, or because legislation is considered a relevant factor from the point of view of rehabilitation, being decisive in the implementation of a project and for this reason must be in permanent updating and on the impending of constant changes, since if the legislation is not applied, its existence is unnecessary. In addition, the activity of the Restorer is considered expensive and time consuming. This situation entails the irreversible destruction of many decorative programs that could be an asset to the properties, if preserved. For professionals involved in rehabilitation, Architects, Engineers, Conservators-Restorers, it is evident a problem associated with the initiation and development of interventions in rehabilitation works, often due to legislative non-compliance, and others to the lack of legislation. According to data from a survey conducted by the ARP (Association of Conservators-Restorers of Portugal), in 2015, it is concluded that the legislation is not complied with and the presence of Conservators-Restorers in rehabilitation works is residual. In addition, conservation and restoration professionals are unable to submit to competitions (Pereira [et.al]: 2015).
